Multnomah County Health Department is seeking an executive-level leader to oversee the Communicable Disease Program, including TB, HIV, Harm Reduction, and STI services. The core mission is to build an equitable system of health promotion, prevention, and care that reduces the incidence of communicable diseases and associated harms.

Responsibilities

Provide vision and strategic direction for communicable disease, TB, STI, HIV, and harm reduction programs.

Direct administration of disease investigation and clinic services.

Review and evaluate morbidity data to identify trends and disparities.

Establish frameworks for assessing service effectiveness and quality improvement.

Analyze resource distribution and program organization for efficiency and fiscal responsibility.

Incorporate change management and systems linkage for effective business strategies.

Develop and evaluate health equity goals, objectives, and strategies.

Set and evaluate fiscal priorities; ensure proper audit and data systems.

Authorize expenditures in compliance with county rules and review reports.

Recruit, orient, evaluate, and retain a culturally competent workforce.

Ensure appropriate staff balance to achieve performance and grant requirements.

Provide consultation to public health agencies, committees, and officials.

Represent the department at state and regional decision‑making forums.

Respond to public health emergencies and large‑scale events.

Promote a work culture of respect, trust, and inclusion for diverse populations.

Equity Leadership

Champion intersectional health equity, centering race and dismantling institutional white dominance.

Identify historical and current social stratification processes that perpetuate health disparities.

Participate in public health executive leadership to implement comprehensive equity plans.

Develop assets and relationships to address social determinants of health.

Coordinate community assessment, strategic planning, policy development, and service coordination.

To Qualify Minimum Qualifications / Transferable Skills

Education equivalent to a bachelor’s degree.

Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

Preferred Qualifications / Transferable Skills

Advanced understanding of addressing systems of racial bias and institutional inequity.

Experience planning, organizing, managing, and administering services and programs.

Experience developing and overseeing budgets, staffing, and resource needs.

Experience representing the county to public, elected officials, and other agencies.

Leadership experience in managing community health programs and policy development.

Strong skills in navigating complex political environments and systemic racial and gender oppression.

Knowledge of federal, state, and local laws and public-sector management practices.

Pay Equity Pay will be determined in accordance with the Oregon Equal Pay Law and will consider relevant experience and education. Offers will be within the listed range.

Schedule

Monday to Friday, 8:00 am – 5:00 pm; some weekends and evenings.

Hybrid Telework

This position is designated as “hybrid telework.” Employees must reside in Oregon or Washington. The onsite work location is the Gladys McCoy Building.
