The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). ITS (Information Technology Services) is the DSS technology services organization responsible for supporting both agencies and developing applications including client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, and related platforms. Responsibilities
Manage AWS RDS environments running the Oracle engine, which comprise approximately 60–70% of day-to-day operational focus. Provide extensive support for Oracle databases and handle DB2 administration, while utilizing Microsoft AppDynamics for enterprise-level performance monitoring and diagnostics across all platforms. Oversee AWS RDS (Oracle Engine) – CARES Project, administering RDS Oracle environments through AWS Console and CLI tools. Conduct proactive performance monitoring using CloudWatch, Performance Insights, and Query Editor; perform advanced SQL tuning and index optimization to improve query performance. Monitor storage utilization; add datafiles to maintain tablespace availability; manage connectivity through TOAD using RDS endpoints for diagnostics and schema review. Execute database patches and major version upgrades in coordination with AWS service teams; maintain replication consistency between primary and read-replica environments; generate real-time performance and compliance reports using AWS-native analytics and implement and manage encryption configurations, ensuring secure data at rest and in transit in compliance with organizational and regulatory standards. 9:30am to 5:30pm Minimum Qualifications
A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or Education and/or experience which is equivalent to the above. Preferred Skills
Extensive experience managing AWS RDS for Oracle, including configuration of parameter groups, snapshots, read replicas, and Performance Insights. Skilled in monitoring and performance optimization using AWS CloudWatch, AppDynamics, and Oracle Enterprise Manager. Strong hands-on expertise with Oracle 19c administration, covering AWR analysis, SQL tuning, Data Pump, and RMAN. Proven ability to handle database migrations using AWS Database Migration Service (DMS), Oracle Data Pump, and GoldenGate. Experienced in automating backup and recovery strategies, ensuring encryption at rest and in transit. Proficient with tools such as TOAD, SQL Developer, and MobaXterm for diagnostics and schema management; knowledge of cross-platform DB2 support. Adept at scripting (Bash/Shell) to streamline operations, analyze logs, and support automation. Effective communicator with a track record of producing runbooks, health reports, and capacity planning documents. Public Service Loan Forgiveness
