Program Analyst
who will provide program analytical support to Regional Portfolio Directors (RPDs), Country Portfolio Directors (CPDs), and the Peacekeeping Operations Program Manager in oversight of the U.S. Government’s Security Cooperation programs. The Contractor shall assist with monitoring and ensuring compliance with established policies, regulatory guidance, sanctions, waivers to sanctions and other legislation related to MoRs, LoRs, LOAs, SAMM, FAA, and AECA. Assist RPDs/CPDs in reviewing, editing, and coordinating Congressional Budget Justification (CBJ) and Congressional Notification documents and any draft legislation for assigned countries and programs; develop, test, and implement process and technical improvements to enhance the efficiency and transparency of the Congressional Notification process within DSCA. Assist with implementation initiatives of the DSCA Strategic Plans and Security Cooperation Reform related to RPDs/CPDs. Assist with financial analysis of program execution including monitoring and reporting. Assist with logistics and transportation forecasting, analysis, reporting, and policy development. Assist with training planning, execution, monitoring, reporting, and policy development. Gather and track FMS and FMF requirements, allocations, approved items, and obligations by country; track BPC/FMS cases and programs; support training and education for partner countries and related defense goods and services; flex program management personnel as needed. Maintain instructional guides and business rules for recurring tasks; prepare PowerPoint briefings, Excel reports, and Word documents; input and use FMS management programs on NIPR and SIPR systems and SCMS/SCIP; analyze FMS data and policy issues; draft Country Information Papers and program status reports; coordinate leases and policy issues related to security cooperation programs. Provide research and analysis to develop draft response packages for RPDs/CPDs and Program Leads for country-specific congressional reporting; provide weekly status updates and maintain clear data organization for easy access. Participate in program reviews, taking minutes and action items; prepare briefing slides for internal and external outreach; produce recurring reports and templates; support data management and reporting on BPC and other authorities. Monitor PKO, MOR, LOA, and related reporting, track action items, and coordinate with DSCA and Implementing Agencies for program reviews and case closure; maintain PKO SharePoint documentation and ensure timely updates. Coordinate with DSCA IT and Implementing Agencies for meeting logistics; capture and distribute meeting minutes and action items; assist in follow-ups as required. Produce SCIP/SCMS/dsAMS reports and support RFIs for internal PKO DSCA requirements and external agencies. Update weekly program slides and SCMS reports, and generate Priority slides and other required reports; support PKO program risk and status management. Provide daily status on tasks and ensure data accuracy across systems and reports. Qualifications
Bachelor’s degree in a related field. Two (2) years of experience related to Foreign Military Sales/Foreign Military Financing, Building Partner Capacity, Peacekeeping Operations, and related fields such as logistics, financial management, military education and training, transportation, and security cooperation database management. Advanced experience in related security cooperation programs (e.g., BPC, military requirements development, CT, Global Train & Equip) and program management or process improvement. Strong computer, analytical, and written communication skills; ability to work with internal management, DoD counterparts, foreign clients, and industry representatives. Technical skills in Security Assistance policy and procedures and the ability to manage complex operations in compliance with policy; ability to collaborate with DoD, State Department, Combatant Commanders, Joint Staff, Military Departments, and in-country Security Cooperation Officers. Proficiency in MS Office Suite (Outlook, Word, Excel, PowerPoint); advanced Excel for data evaluation and analytics; ability to transfer graphics between Excel and PowerPoint/Word; familiarity with SharePoint, Access, and related tools.
