This position maintains the city’s Cross-Connection Program and ensures all water users comply with City, State, and Federal backflow regulations. The ideal candidate will be a water industry professional with hands-on experience in cross connection control and backflow prevention, with at least three years of verifiable experience in a water-related field. The role involves testing, maintaining, and troubleshooting backflow prevention assemblies, balancing technical fieldwork with program administration, scheduling, recordkeeping, and regulatory enforcement, while providing strong customer service. Certification as a Cross Connection Control Program Specialist is preferred, and candidates who have contributed to the development or improvement of cross connection programs will be well-suited for this role. Utilizes a database of backflow prevention assemblies (BPAs), requiring annual inspection. Physically verifies backflow information, location, and business names. Notifies facilities of pending inspections. Conducts annual cross-connection inspection of Water Services’ backflow prevention devices (BPDs), noting deficiencies. Notifies facilities of non-compliance/compliance and re-inspects as required. Inputs all city-owned backflow preventers into SAMS XConnect Backflow. Conducts site surveys; verifies proper installation of backflow prevention assemblies, inspects facilities to determine if additional equipment requires backflow protection, confers with property manager regarding survey outcome and recommendations, sends formal written communication regarding survey outcome, and coordinates with Building Safety as necessary. Answers customer questions regarding the purpose of backflow prevention assemblies, methods of installation, and the required protection necessary for specific hazards. Prepares and updates the City of Goodyear website as the primary source of information and communication with customers, and various other sources of public education/information. Ensures enforcement of federal and state regulations, city codes, and ordinances pertaining to cross-connection. Performs tasks and responsibilities in leading the Cross-Connection Program. Sets schedules and prioritizes work activities to ensure backflow device certifications and compliance. Provides written and computerized records of progress and completed work, files documentation by utilizing SAMS X Connect Backflow Software, writes memos, letters, schedules, and other reports relating to cross-connection. Delivers excellent customer service. Establishes and maintains open communication with all internal and external customers, including co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, important developments, and work activities. Other cross-connection or water quality duties as assigned. Develop skills in using SAMS software to manage and record Cross Connection program activities, focusing on data integrity and error reduction. Qualifications

Formal Education/Knowledge:

Knowledge of a specific vocational, administrative, or technical nature that may be obtained with six months to one year of advanced study or training past high school. Community college, vocational, business, technical or correspondence schools are typical sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Experience:

Minimum three years of experience in a related field. Certifications and Other Requirements:

Valid Driver’s License; ADEQ Grade II Water Distribution Certification and Backflow Prevention Assembly Tester Certification within 12 months of hire. Reading:

Ability to read manuals, instructions, data sheets, letters, memos, and analytical reports. Math:

Ability to perform general math calculations such as addition, subtraction, multiplication, division, and formulas. Writing:

Ability to write memos, letters, and reports at a college level. Managerial:
