Assists the Finance Director in all assigned functions including acting as the custodian of all funds of the City, and the proper administration of all financial affairs of the City. Responsible fiscal work in budget management, financial reporting, treasury, revenue management, long-term capital planning, operating performance evaluation and revenue source analysis. Position reports to the Finance Director. Leads high level projects and serve as second in command in the director’s absence, including attendance of City Commission and Directors’ meetings as necessary. Prepares technical financial analyses, complex financial reports, periodic budget reports, short and long-term forecasts, variance analyses, peer comparisons and presentations. Monitors the investments of all funds of the City in such a manner that confirms compliance with the City Commission approved investment policy. Reviews and analyzes financial and statistical reports, prepares a wide variety of financial statements, statistical reports, and furnishes reports as requested by the Finance Director or City Manager. Recommends changes in systems or processes. Assists the Director with the authorization, issuance, and reconciliation of the City’s debt. Reviews and interprets laws affecting fiscal policies and procedures. Supervises the work of staff responsible for cost allocation and grant reporting, the payroll function, and the administrative functions within Finance. Acts as liaison across departments, providing high level guidance to other departments on finance-related matters and ensuring efforts are aligned. Exercises authority for hires, transfers, suspensions, lay-off, recalls, promotes, discharges, disciplines, and evaluates employees under supervision. Attends commission meetings and budget hearings. Approves purchase requisitions and P-card requests. Serves as an Incident Command System (ICS) team member. Knowledge of the principles, practices and procedures of accounting and budgeting in government and the ability to apply such knowledge. Ability to learn and apply the City's personnel program, policies, records, and related practices. Knowledge of microcomputer applications and mainframe accounting software. Skilled in the use of small office equipment, including copy machines or multi-line telephone systems. Skilled in using computers for data entry, word processing and accounting purposes. Ability to prepare complex financial reports and statements. Ability to prepare informative financial reports. Ability to perform fiscal planning and to advise the Finance Director on the formulation of fiscal policy. Ability to plan, direct and supervise the work of subordinate employees in a manner conducive to full performance and high morale. Ability to institute and evaluate management systems as they relate to operating units. Ability to communicate with co-workers and ensure conceptual understanding of programs. Ability to establish and maintain effective working relationships with other City employees and City departments. Ability to communicate well orally and in writing; and to maintain good relations with the public. Education and Experience
Bachelors’ Degree in Public Finance, Business Administration or Public Administration is required. Ten (10) years of experience in public finance administration, including experience in local government with at least three (3) of those years in a supervisory level. Preference for Masters’ Degree, Certified Public Accountant, Certified Public Manager, or Certified Government Finance Officer. Financial disclosure is required. (A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.) Licenses and Certifications
Possession of or ability to obtain a valid Florida driver’s license by date of hire. Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
