General Description: Prepares, coordinates and/or supervises preparation of budgets, reports, plans, and projections. This position performs highly responsible, supervisory budget and financial analysis work. This is a highly responsible position which reports directly to the Finance Director. Responsibilities

Prepares and supervises preparation of budgets reports, plans, and projections. Supervises and participates in preparation and control of annual municipal operating, capital improvement, and various other budgets by compiling and analyzing federal, state, and local financial data. Coordinates the preparation of budget narratives. Prepares schedule and cost information; and prepares budget related documents and charts. Develops budget preparation schedules and procedures. Prepares draft budget resolutions, ordinances and amendments. Analyzes current and anticipated revenues, expenditures, continuing costs, and other relevant data. Analyzes and evaluates short and long range departmental operational and capital budgetary requests. Performs professional accounting, financial analysis and evaluation of budget requests and makes appropriate recommendations for budget preparation and monitoring. Conducts cost analysis and budget impact studies and surveys. Coordinates preparation and provides analysis, evaluation and review for the City-wide Capital Improvement Program. Prepares multi-year budgets and projections. Provides analysis of procedures and work methods to enhance operational efficiency. Documents policies and procedures related to budget preparation, planning and analysis. Consults with and assists departmental representatives in the formulation, analysis, review, and control of individual department budget. Coordinates work schedules of employees under his/her direction to assure deadlines are met and prompt and efficient customer service is provided. Knowledge/Skills/Abilities

Knowledge of governmental budgeting procedures. Knowledge of applicable laws and regulations governing budgeting and accounting for governmental funds. Knowledge of statistics. Knowledge of computerized accounting software and spreadsheets. Skilled in the use of small office equipment, including copy machines or multi-line telephone systems. Skilled in using computers for data entry, word processing and accounting purposes. Ability to organize and communicate effectively. Ability to use economic data. Ability to perform operational analysis, develop long term plans and programs and to evaluate work accomplishments. Ability to integrate functions and to develop, document and implement policies and procedures. Ability to prepare financial reports of a complex nature. Ability to perform detailed work involving written or numeric data and to make mathematical calculations rapidly and accurately. Ability to operate adding machines and computers; ability to effectively manage staff. Ability to effectively communicate and develop working relationships with elected officials, management team members, representatives of other agencies, other city employees and the public. Ability to exercise considerable independent judgment under the direction of the Department Head. Education and Experience

Bachelor's degree in Public or Business Administration or a related field is required. Master's degree is preferred. One (1) year of governmental budgetary/finance experience and statistical experience. (A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.) Licenses and Certifications

None Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee\'s official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
