SENIOR DIRECTOR, APPLICATION DEVELOPMENT

Join the NYC Department of Social Services as a Senior Director, Application Development. The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits. DHS is committed to preventing and addressing homelessness in New York City. Information Technology Services (ITS) is DSS’s technology services organization, supporting the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS. Under general direction, the Senior Director, Application Development will manage Eligibility & Case Tracking systems, ensure reporting staff adhere to Agency Policies & Procedures, and manage a team of IT professionals involved in Maintenance, Operations & Enhancements of Computer systems. Manage Eligibility & Case Tracking systems supporting various Program Areas. Ensure reporting staff adhere to Agency’s Policies & Procedures. Manage a team of IT professionals that are both full-time & Consultants involved in Maintenance, Operations & Enhancements of Computer systems. Coordinate applications programming teams involved with cross-system product (CSP) applications development and implementation. Enhance achievement of mutual/independent work objectives; strategize & plan for the assignment of resources, propose solution blueprint, estimate Level of Effort, coordinate & review day-to-day activities of development units, perform team evaluations and promote a spirit of excellence. Evaluate new technologies and software for adoption. Direct and manage the integration of extremely complex strategic information systems, by using state-of-the-art technologies to create & support data interfaces. Prepare technical/administrative recommendations for executive management to inform and influence decision-making and practice in the formulation of decisions having impact on other areas of ITS. Minimum Qualifications A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described above; or A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described above; or A satisfactory combination of education and experience equivalent to the above. Preferred Skills Thorough understanding of DSS systems to assure a maximum degree of data integrity and cross-platform development. Hands-on experience in .Net Framework, C# & Angular Technologies. Practical experience in SQL Server & Oracle Database Development using advanced scripting techniques. Excellent communication skills and demonstrate leadership in managing a large team of professionals. Experience developing & leading large-scale applications. Ability to manage a variety of technical tasks specific to application design, development, testing, and roll-out. Identify and mitigate risks associated with project delivery and technology services.
