IT Architectural Engineering Services (Cyber Network & Systems Security SME V)
Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking an IT Architectural Engineering Services (Cyber Network & Systems Security SME V) to support KDS and our government customer at Joint Base San Antonio, TX. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity. Essential Functions, Responsibilities & Duties
Provides expert-level leadership and strategic direction in IT architectural engineering and cybersecurity for the Defense Health Agency's complex and expansive network infrastructure.
Serves as the principal authority responsible for designing, implementing, and overseeing the overall IT and security architecture across DHA's global network of military hospitals, medical clinics, and dental clinics.
Leads the development and continuous evolution of DHA's enterprise IT and security architecture, ensuring alignment with DoD cybersecurity requirements, RMF, NIST guidelines, and DoD strategies including Zero Trust, ICAM, Digital Modernization, and Cybersecurity Reference Architecture.
Oversees the implementation of these architectures across approximately 250,000 end-user devices, 3,000 physical and virtual servers, and 250 sites worldwide.
Directs the design and implementation of advanced, enterprise-wide security solutions, including next-generation firewalls, intrusion detection/prevention systems, SIEM platforms, and zero trust architectures.
Ensures seamless integration of these solutions within DHA's complex IT ecosystem.
Spearheads initiatives to modernize and secure DHA's IT infrastructure, including cloud migration strategies, software-defined networking implementations, and advanced data protection schemes.
Develops architectural roadmaps that balance security, performance, scalability, and cost-effectiveness.
Provides high-level strategic guidance to DHA leadership on cybersecurity matters, including risk management, emerging threats, and long-term security planning.
Collaborates with executive stakeholders to align IT and security architecture with organizational objectives and to secure resources for critical infrastructure and security programs.
Leads cross-functional teams in developing and implementing comprehensive security frameworks for DHA's healthcare IT environment, including strategies for securing medical devices, protecting patient data, and ensuring system availability.
Oversees development of security standards, policies, and procedures governing the design, implementation, and operation of DHA's IT systems and ensures consistency across architectural domains.
Directs enterprise-wide security assessments, including threat modeling, architectural reviews, and strategic vulnerability management programs.
Provides executive-level insights on security posture and oversees remediation planning.
Leads efforts to integrate security controls and best practices into all phases of the systems development lifecycle.
Champions DevSecOps practices and other modern security paradigms within DHA's IT development and operations teams.
Collaborates with other senior IT leaders to ensure architectural decisions support interoperability, compliance, and future scalability.
Represents DHA in high-level inter-agency cybersecurity and IT architecture forums and serves as a liaison with DoD cybersecurity authorities on strategic architectural matters.
Mentors and develops the next generation of IT architects and cybersecurity leaders within DHA, fostering innovation and security excellence.
Stays at the forefront of emerging technologies and cybersecurity trends, directing pilot programs to evaluate and adopt cutting-edge solutions while maintaining a robust security posture.
Education
Master's degree in Computer Science, Cybersecurity, Information Systems, or a related field. Ph.D. preferred.
Advanced certifications (e.g., CISSP, TOGAF, SABSA, or equivalent) are required.
Expert-level certifications in relevant technologies and architectural frameworks are highly desirable.
Experience
15+ years of progressive experience in IT architecture and cybersecurity, with at least 10 years in senior leadership roles managing enterprise-level IT and security programs.
Proven track record of designing and implementing comprehensive IT and security architectures in large, complex environments, preferably within DoD or healthcare sectors.
Extensive experience in strategic planning, risk management, and leading large-scale IT transformation initiatives.
