Information Technology Enterprise Expert - Executive Technology Officer
The Department of Management (DOM), Division of Information Technology (DoIT) is seeking a strategic and visionary Executive Technology Officer to support one or more state agencies in aligning business needs with innovative technology solutions. This role serves as a trusted advisor, providing enterprise-level guidance and fostering strong, service-oriented relationships with agency partners. The Executive Technology Officer plays a key role in shaping product strategies, driving IT solution delivery, and ensuring alignment between agency goals and technical capabilities, all while maintaining a focus on value, performance, and collaboration.
Working Arrangement This position requires onsite work in Des Moines, IA each week. Employees meeting all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.
Please note, candidates for this position must reside in the state of Iowa at the time of starting the role.
Responsibilities
Deliver enterprise-wide direction to agency partners by identifying and optimizing technology solutions that align with business objectives and operational needs.
Act as the primary point of contact between agency stakeholders and technology solution providers, facilitating clear communication and ensuring alignment on goals, priorities, and expectations.
Collaborate with agency partners to gather high-level requirements, assess cost-benefit and risk factors, and develop comprehensive business cases for proposed IT initiatives.
Monitor and assess the effectiveness of IT solutions by coordinating the evaluation of return on investment (ROI) and performance metrics to ensure products meet agency expectations.
Build and maintain strong, trust-based relationships with agency partners through proactive engagement, stakeholder management, and a commitment to service and value delivery.
Collaborate with Product Owners and stakeholders to define product vision, strategy, and roadmaps.
Oversee planning and execution across the full product lifecycle within assigned platforms.
Contribute to the development of enterprise-wide product strategies and best practices.
Stay current on technology trends, recommend system improvements, and evaluate vendor solutions to ensure alignment with agency needs.
Identify synergies and conflicts across business functions and communicate agency needs to internal teams to ensure alignment with technical solutions.
Oversee internal functional team communications; produce and facilitate effective communications between DOM DoIT and agencies, committees, and regulatory/governance bodies.
Qualifications and Minimum Requirements
Graduation from an accredited four-year college or university with a degree in any field and experience equal to five years of full-time work in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment.
Five years of full-time work experience in one or more of the areas listed above, plus either: (a) twenty-four semester hours of accredited post-high-school coursework in a related specialty or (b) certification from an authorized educational institution or a major computer/software producer in a related area.
A total of nine years of education and/or full-time experience in the listed areas, where thirty semester hours of college coursework equals one year of experience, and current, continuous experience in the state executive branch that includes two years as an Information Technology Specialist 5.
Other combinations that meet the agency's minimum qualification requirements.
Background Check Requirements
After a conditional offer of employment, candidates will be subject to a background investigation which may include verification of education, employment history, personal references, motor vehicle records, and criminal history checks.
Information gathered will be treated confidentially to the extent permitted by law; candidates may request access to information gathered.
