UCAR is seeking a detail-oriented and experienced Accountant II to join the Accounting Team, within the Office of the Chief Financial Officer. This role oversees complex federal sponsor awards (e.g., NASA, NOAA, NSF, DOE), ensuring financial compliance, preparing detailed reports, reconciling accounts, managing federal draws and tax submissions, and supporting audits and month/year-end close processes. Key responsibilities include, but are not limited to: Monitor major sponsor awards and those with complex terms for financial compliance and reporting. Prepare and review financial reports; reconcile subsidiary records by reviewing expenditures, journal entries, and budgets. Meet reporting requirements of sponsor agreements; evaluate indirect cost collections for correct application and verify financial contractual requirements are met. Review transfer expenditure requests for allowability and allocability to sponsor awards. Communicate contractual requirements to internal and external parties, including funding agencies as needed. Maintain monthly and quarterly performance/financial reporting; reconcile data and ensure accounts and contracts are in balance and properly stated. Maintain regular contact with program administrators; answer questions on financial information; prepare, verify, and enter journal entries, including contract allocations and other internal allocations. Prepare and coordinate monthly and quarterly Sales Tax reports and payments; stay current on City and State Sales and Use Tax requirements. Prepare, review, and request weekly draws for federal agencies (NASA, NOAA, DOE, NSF) in compliance with the OMB Uniform Guidance and award terms. Execute month-end and year-end closing processes; verify closes and resolve issues impacting financial closes. Prepare communications to users concerning the closing process. Assist with audit and 990 tax schedules; review balance sheets, P&L balances, and account reconciliations; help prepare schedules to support the annual audit and 990 filing. Investigate accounting problems and ensure internal controls and data integrity; establish controls and procedures for new major contracts. Answer questions on accounting procedures and provide staff training. Lead in the design, development, and user training of UCAR financial reporting and automated financial systems. Provide special financial and accounting analysis; utilize accounting knowledge, the accounting system, and query language. Record journal entries; review financial statement activity; reconcile balance sheet activity. Investigate accounting problems; ensure financial applications work as intended and internal controls are followed. Answer questions from administrators, external and internal auditors, and others about accounting policies, procedures, and controls. Report problems and solutions to the supervisor as issues become apparent. Cross-train in other accounting functions and participate in special projects as assigned. What You Need
Education & Experience B.S. in Accounting, CPA, or equivalent combination of education and experience (public accounting experience preferred). Minimum five years of accounting experience with large organizations, utilizing sophisticated, fully integrated financial information systems. Or an equivalent combination of education and experience. Knowledge, Skills, and Abilities (KSAs) Demonstrated knowledge of general accounting principles, practices, and procedures, including FASB, GAAP, internal controls, and consolidated financial statements. Knowledge of cost accounting and contract management procedures/administration per governmental regulations and circulars such as FAR, 2 CFR 200. Ability to independently analyze financial information and identify problems and solutions. Strong proficiency with sophisticated automated financial information systems, including subsidiary and general ledger. Working knowledge of government and corporate contract management procedures; understands differences between government regulations and circulars. Ability to manage multiple time-sensitive tasks in a team environment and maintain high quality standards. Strong spreadsheet and word processing skills; effective written and verbal communication.
