The Office of Evaluation and Oversight (OVE) is responsible for evaluating all aspects of the IDB Group's work. OVE reports directly to the IDB Group's Boards of Directors and has a dual objective of improving management's accountability and learning. OVE independently evaluates the IDB Group's strategies, policies, programs, activities, delivery support functions, and systems. Its main deliveries include corporate, country, and thematic evaluations; validations of project-level self-evaluations, which are summarized in OVE's yearly validation report; and a review of management's implementation of OVE's recommendations, which is summarized in the yearly Recommendations Tracking System Report (ReTs). In addition to evaluating IDB Group's work, OVE supports capacity building on monitoring and evaluation to the staff of public institutions in Latin America and the Caribbean (LAC). OVE is a member of the Evaluation Cooperation Group (ECG), a standard-setting platform for independent evaluation in Multilateral Development Banks (MDBs). About this position We are seeking a senior professional with experience in knowledge management (KM), developmental and content editing, teaching and communications (Comms) for evaluation in development. What you'll do Knowledge Management (KM) : (1) Lead the design, implementation, and continuous improvement of knowledge systems, products, and practices to ensure that the evidence, findings, and lessons generated by OVE are accessible, relevant, and used by internal and external stakeholders. (2) Oversee the systematic capture, tagging, and organization of evaluation ratings, findings, lessons, and recommendations for internal and external use. (3) Develop taxonomies, metadata standards, and controlled vocabularies to enable effective retrieval and reuse of evaluation evidence. (4) Develop process guidance and related templates, forms, and checklists to prepare documents. Developmental and content editing : (1) Provide developmental and content editing for evaluation reports and assist the director with editorial reviews as needed. (2) Ensure all OVE Board submissions meet editorial standards; develop and maintain models, formatting, and style guidelines. (3) Oversee quality of non-Board OVE products. (4) Supervise and mentor staff and consultants involved in developmental and content editing. Communications : (1) Advise the Director on engagement strategy, campaign design, and managing reputational risks. (2) Assist Cluster Leaders and OVE teams in creating communication strategies for evaluations. (3) Facilitate integration of evaluation insights into corporate learning and policy. (4) Organize events to share evaluation lessons. (5) Use digital platforms and networks to expand OVE's knowledge reach. (6) Oversee OVE's intranet, website, and social media. Implement data, systems, and technology solutions : (1) Maintain and regularly update based on evolving staff needs a standardized set of software supported for evaluation needs such as multivariate statistical analysis, qualitative data analysis, programming and data science, relational database management, visualization and illustration, visual collaboration, project management, survey creation and management, geospatial analysis, and AI interaction, including AI APIs. Coordinate with IT to ensure that appropriate staff have access to and receive timely training on the software necessary for their job functions. (2) Oversee the design, implementation and maintenance of knowledge-sharing tools and other KM-related IT and content systems, and collaboration tools, including a database of OVE evaluation reports and ratings accessible internally and externally. Where possible, leverage existing IDB systems. (3) Ensure integration and interoperability between KM systems and corporate knowledge platforms. (4) Promote the use of tools (data visualization, AI-driven search) to enhance the usability and accessibility of evaluation findings. Include hands-on programming in Stata, Python and R to pilot novel visualizations, data analysis techniques, and AI interfaces for evaluations and knowledge sharing. Enhance staff skills in knowledge capture, synthesis, and communication by : (1) creating an annual learning plan with events, online modules, and in-person training covering evaluative methods, data analysis, visualization, writing, AI tools, knowledge management, and communications; and offering practical workshops on these subjects. (2) Developing syllabi and organizing annual OVE learning days and targeted sessions to improve staff evaluation and knowledge sharing capabilities. Collaborate with staff and external evaluation community : (1) partnering with the principal advisor, cluster leaders, and OVE team to integrate KM and communications into evaluation planning; (2) supporting OVE staff to continue effective work and coordinate initiatives; and (3) building partnerships with MDBs, evaluation networks, UN agencies, and academia to share evaluation methods and best practices. What you'll need Education : Master or PhD (preferred) degree in interdisciplinary fields such as Cognitive Science, Pure and Applied Logic, Philosophy, Mathematics and Computer Science or other disciplines that cultivate strong analytical reasoning, conceptual clarity and technical fluency to design and manage knowledge systems, synthesize evidence and communicate effectively. A specialization or coursework in evaluation, economics, or public policy is a plus. Experience : (1) Minimum 12 years in international development, with a focus on evaluation in multilateral development banks (MDBs); (2) expertise in knowledge management, including business needs analysis, technical documentation, systems integration, user experience design, data analysis, Python and R programming, and leading technical teams; (3) strong ability to craft and guide impactful evaluation reports, blog posts, and social media content for diverse audiences; (4) teaching background in logic, writing, and evaluation; (5) communications management experience in complex, multi-stakeholder environments, leveraging various channels for MDB evaluations; (6) proven teamwork with diverse groups in fast-paced settings to meet goals efficiently; (7) experience collaborating with senior counterparts and demonstrating diplomacy; (8) leadership in designing and delivering professional learning programs. Preferred qualifications include: (1) AI tool use for evidence gathering, document analysis, knowledge synthesis, and evaluation dissemination; (2) experience in the LAC region. Technical Innovation for Knowledge Systems : Designs and enhances advanced knowledge management systems to support evaluation, communication, and learning. Utilizes expertise in systems architecture, object-oriented design, and database development to ensure evaluation evidence is organized and accessible. Applies Python, R, and data science tools for dashboards, AI search, and visualizations that improve access and analysis. Incorporates machine learning and natural language processing to aid synthesis and analysis. Works with IT to ensure system compatibility and trains evaluators in tool usage. Writing and Editing : Prepares well-organized documents and reports, including evaluation reports and brief communications on evaluation. Utilizes logic and supporting evidence for report writing. Collaborates with teams to create, structure, and refine professional, evidence-based reports. Establishes templates, standards, and formats for written communication. Produces information kits, presentations, and other communication materials based on stakeholder needs. Stakeholder Insight and Outreach : Builds stakeholder relationships to gain support, creates and shares tactical plans to resolve issues, addresses needs by connecting information sources, analyzes profiles to prioritize communication, and evaluates the impact of outreach efforts.
