Overview
Classification Purpose: The primary purpose of the Community Development Administrator classification is to manage grant components associated with providing grant funding to community agencies and projects, including contract construction, grant submissions, and award oversight. Provides training and technical assistance, reporting and program analysis. Responsibilities
Administer, implement, and oversee budgeting for HUD grants including the Community Development Block Grant (CDBG); Emergency Shelter Grant (ESG); CDBG-R Stimulus; Homeless Prevention and Rapid-Re-Housing Programs (HPRP). Oversee the County HUD financial system (IDIS) and the annual Action Plan to HUD, including budgeting, process, and communication of grant allocation. Hold public hearings to solicit residents’ input on the Plan and any Action Plan amendments. Coordinate development and submission of the Consolidated Plan to HUD (five-year plan identifying community plans and priorities). Administer environmental review process for HUD grants; serve as liaison between federal, state, local, and County Commissioners regarding HUD grants. Construct sub-recipient agreements with performance measures; manage the program request for proposal process, project evaluations, and review of project status reports. Provide technical assistance regarding the program to citizens, non-profits, and federal, state, and local jurisdictions; facilitate planning and citizen participation elements of the program. Ensure eligibility of projects, activities, and expenditures; ensure adherence to all program regulations; perform program monitoring; oversee development, construction, and implementation of infrastructure projects. Maintain requisite documentation/record keeping for the program. Oversee the County fair housing subrecipient contract for adherence to federal policies/regulations. Prepare semi-annual minority business enterprise reports (procurement, labor standards); oversee the internal County Commission Community Development Advisory Board. Complete the annual Consolidated Annual Performance & Evaluation Report (CAPER); perform program audits; enact planning activities for CDBG, ESG, CDBG-R Stimulus, NSP, and HPRP programs. Establish, maintain, update, and collect documentation for program files; maintain knowledge required to interpret and apply HUD regulations; make public policy decisions. Participate in HUD trainings and County Diversity, Equity, and Inclusion trainings; attend quarterly meetings of the Ohio Conference of Community Development. Educate staff and local officials on new HUD programs; complete site visits for HUD-funded projects to ensure contract compliance regarding expenditures, procurement, and eligibility of clients, personnel hired, and projects implemented within grant timeframes. Create written reports of site visits with findings, recommendations, and concerns; assist the Franklin County Community Development Advisory Committee in reviewing annual funding requests and program performance. Serve on community boards and County committees addressing housing and community development issues; draft, execute, and manage contracts, agreements, and resolutions for presentation to County Administration and the Board of County Commissioners; supervise junior staff; maintain regular attendance. Qualifications
Minimum qualifications: Any equivalent combination of relevant training and experience including but not limited to a Bachelor’s degree in management, human resources, criminal justice, finance, accounting, public policy, or related field with five (5) years of experience in grant coordination and administration. Major worker characteristics: Knowledge of budgeting and accounting; government structure and process; skill in equipment operation; ability to handle abstract and concrete variables; ability to develop complex reports and position papers; ability to collaborate on group projects.
