Overview
The primary purpose of the Community Development Administrator classification is to manage grant components associated with providing grant funding to community agencies and projects, including contract construction, grant submissions, and award oversight. Provides training and technical assistance, reporting and program analysis.
Responsibilities
Administer, implement, and oversee budgeting for HUD federal programs and funds received by the county, including the Community Development Block Grant (CDBG); Emergency Shelter Grant (ESG); CDBG-R Stimulus; and Homeless Prevention and Rapid-Rehousing Programs (HPRP).
Oversee the County HUD financial system (Integrated Disbursement & Internal Distribution System – IDIS) and the annual Action Plan process, including budget and plan development; hold public hearings to solicit resident input on the Plan and amendments.
Coordinate the development and submission of the Consolidated Plan (five-year plan identifying community plans and priorities) to HUD; administer the environmental review process for HUD grants.
Serve as a liaison between federal, state, local governments and County Commissioners regarding HUD grants; construct sub-recipient agreements with performance measures.
Manage the program request for proposal process, project evaluations, status reports, and provide technical assistance to citizens, non-profits, and federal, state, and local jurisdictions.
Facilitate planning and citizen participation elements of the program; ensure project eligibility, expenditures comply with program regulations, and monitor program implementation; maintain requisite documentation/records.
Oversee infrastructure project development, construction, and implementation; conduct site visits to ensure contract compliance regarding expenditures, procurement, and client eligibility; prepare written reports of site visits with findings and recommendations.
Assist the Franklin County Community Development Advisory Committee in annual funding reviews and program performance assessments; participate in relevant HUD trainings and County Diversity, Equity, and Inclusion trainings; educate staff and local officials on new HUD programs.
Draft, execute, and manage contracts, agreements, and resolutions; present to County Administration and Board of County Commissioners; supervise junior staff; maintain regular and predictable attendance.
Perform program audits, contribute to annual reporting (CAPER), and enact planning activities for CDBG, ESG, CDBG-R Stimulus, NSP, and HPRP programs; maintain documentation for program files.
Attend quarterly meetings of the Ohio Conference of Community Development.
Complete site visits for HUD-funded projects to ensure contract compliance, including expenditures, procurement, and eligibility of clients receiving assistance, personnel hired, and projects implemented within grant timeframes.
Draft written reports of site visits including findings, recommendations, and concerns.
Seek board and committee involvement addressing housing and community development issues and provide input on policy decisions.
Qualifications
Bachelor’s degree in management, human resources, criminal justice, finance, accounting, public policy, or related field, or equivalent combination of training and experience; five (5) years of experience in grant coordination and administration.
No special license or certification required.
Supervisory Responsibilities: ability to assign, review, plan, and coordinate the work of other employees; provide instruction; maintain department standards; recommend discipline or discharge; handle employee problems; recommend and approve transfers, promotions, or salary increases.
Maintain knowledge required to interpret and apply HUD regulations; participate in all relevant HUD trainings and County Diversity, Equity, and Inclusion Trainings.
