Short Description: The Senior Application Project Lead will have a pivotal role within the DC Child and Family Services Agency, bringing their extensive experience to bear on critical projects focused on placement and provider management and service referral management. Complete Description: The Senior Application Project Lead will have a pivotal role within the DC Child and Family Services Agency, bringing their extensive experience to bear on critical projects focused on placement management, provider management, and service referral management. This position demands a seasoned professional with over 12 years of experience in application project leadership, including the design, development, and implementation of key Health & Human Services solutions, ensuring seamless project delivery and stakeholder satisfaction. Tools and on-site requirement: The following tools: Visio, AzureDevOps (ADO), Dynamics 365, QuickBase, Figma, PowerPoint & other. 4 days onsite. This Senior Application Project Lead position is in the Child and Family Services Agency (CFSA) and will support the development of a new technology platform for the agency as part of implementing a new comprehensive child welfare information system (CCWIS). As a lead consultant you will support the assessment of current systems and processes, develop requirements, process flows, user stories, wireframes for the future platform, participate in testing efforts, and rollout activities. The candidate will need to be able to attend and participate in on-site meetings from 8:30am-5:30pm eastern time zone. The ideal candidate will be able to work both independently and as part of a team of consultants to provide these services and will have the following skills/capabilities: Responsibilities Serve as the project lead for the Placement Management and Provider Management workstream, effectively coordinating and scheduling solution modeling sessions. Refine and prioritize user stories to align with project goals and stakeholder expectations. Facilitate business approvals for design concepts, ensuring alignment with strategic objectives and user requirements. Showcase completed work to business users, gathering feedback and iterating on designs to meet operational needs. Organize and maintain a comprehensive service catalog, categorizing and detailing available services for easy access by social workers and stakeholders. Set up and manage the service referral workflow, streamlining processes to ensure efficient and timely referrals. Provide hands-on development-focused project management for the Service Referral application, integrated with Dynamics 365 to enhance service delivery. Oversee user management, ensuring secure and appropriate access to the application for all users. Navigate and manage program processes to handle service referrals seamlessly, improving overall service effectiveness. Standardize the workflow for onboarding new services, ensuring consistency and quality in service provision. Demonstrate hands-on expertise with office productivity tools, enhancing coordination and communication across project teams. Utilize forms-based tools to manage project documentation and user interaction forms, ensuring accuracy and compliance. Employ bug tracking systems to identify, document, and resolve issues swiftly, maintaining application performance and reliability. Leverage project management tools to track progress, manage timelines, and ensure project milestones are met. Demonstrate excellent written and oral English communication and presentation skills. Education and Qualifications 11+ years’ experience gathering requirements and documenting business processes Strong teamwork and interpersonal skills Ability to develop effective working relationships with all levels of personnel Strong client-service orientation and focus Thorough attention to detail and a strong desire to deliver the highest quality solutions to CFSA Experience across a variety of industries Minimum Education/Certification Requirements: Bachelor’s degree in business administration, Information Technology or related field or equivalent experience Candidate Skills Matrix (sections to be filled by the candidate): Skills: Bachelor’s degree in IT or related field or equivalent experience – Required – 11+ years Experience as Project manager, business analyst or process consultant supporting an implementation of a technology platform – Required – 11 years Development of user requirements, user stories and acceptance criteria – Required – 11 years Excellent written and oral English communication and presentation skills – Required – 11 years Develop wireframes and mockups – Required – 2 years DC Agency experience, including Health and Human Service Agency experience – Required – 2 years Jira or Microsoft ADO or similar tool – Highly desired – 1 year Experience in Figma or similar tool – Highly desired – 1 year Experience in diagram tools such as Lucidchart or Visio or similar tool – Highly desired – 1 year Background check Extensive criminal history background check will be required.
