IU Bloomington Human Resources (HR) manages day-to-day HR operations and drives the implementation of strategic people initiatives for 26 departments, units and schools across the IU Bloomington campus. This position is responsible for aligning HR objectives with employees and management in the Paul H. O'Neill School of Public and Environmental Affairs , located on the Bloomington campus of Indiana University. The O'Neill School is a nationally ranked academic institution and home to one of the nation's top Master of Public Affairs programs. Known for its interdisciplinary approach, the school integrates social and environmental sciences with policy analysis to address complex societal challenges that cannot be solved by a single field of study. The O'Neill School has earned national recognition for its distinctive programs and exceptional faculty. Job Summary

The HR Director (HR Business Partner) position formulates partnerships across the HR function to deliver value-added services to management and employees that reflect the operational objectives of the school. The position works closely with the O'Neill Dean's office, advising complex personnel matters, identifying staff needs, supporting career progression, and fostering a strong culture. It requires the HRBP to understand the school's operations, including financial constraints, organizational dynamics, and midrange planning, to align HR strategies with evolving school priorities.

Department-Specific Responsibilities

  • Consults with all management levels, offering guidance on HR and university policies and practices where appropriate.
  • Analyzes departmental HR trends and metrics to deliver strategic and impactful solutions for senior leadership.
  • Resolves complex employee relations issues in partnership with the Deans Office, including those related to FMLA, ADA/RA, Performance Improvement Plans, and Corrective Action, ensuring investigations are effective, thorough, and objective.
  • Maintains comprehensive knowledge of legal requirements for employee management to mitigate legal risks and ensure regulatory compliance.
  • Provides day-to-day performance management support to line managers, including coaching, counseling, career development, and disciplinary actions. Leads departmental initiatives for Performance at IU programming.
  • Collaborates with management and employees to enhance workplace relationships, morale, productivity, and retention, and leads departmental initiatives for MyVoice at IU engagement programming.
  • Reviews compensation with support of COE and HR Leadership to offer recommendations based on internal equity, external wage data, and university-wide benchmarks, serving as the departmental expert on compensation policies, practices, and programs.
  • Directly supervises an HR Generalist, guiding work assignments and setting performance expectations.
General Responsibilities
  • Utilizes and applies in-depth HR body of knowledge and skills to provide strategic guidance for academic and/or staff HR related matters like salary administration, hiring, training, policy interpretation, promotion and tenure, unit restructures, workforce planning, etc.
  • Resolves and provides solutions to the most complex employee relations issues with continued partnership, counsel, and support from COEs.
  • Develops, implements, and drives recruiting strategies to meet current and/or anticipated staffing needs.
  • Coaches and partners with leaders to create actionable plans for improving leadership effectiveness and continuous improvement for employee engagement.
  • Provides strategic academic and/or staff HR consulting and problem-solving solutions on complex issues to leaders and managers to ensure alignment and consistency across the University.
  • Provides advice to leadership for development in support of a strong human capital strategy.
  • Collaborates with HR COEs to roll out and support University wide initiatives, ensure client's needs are understood and met, and deliver change management interventions.
  • Provides HR support for academic personnel processes, including administration for academic leaves, policy review and consultation, visa-processing coordination, and facilitation of promotion and tenure procedures.

EDUCATION

  • Bachelor's degree required (degree in Human Resources preferred)

WORK EXPERIENCE

  • 7 years Progressively responsible experience in multiple HR disciplines or related
LICENSES AND CERTIFICATES

  • SHRM-SCP/SPHR preferred within 1 year from date of hire

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without accommodation.
