Chief Financial Officer (CFO)
The Heart of Texas Behavioral Health Network
is recruiting a Chief Financial Officer to oversee finance and budget activities, maximize financial resources, and minimize operational risks.
Responsibilities
Oversee financial management functions to comply with funding agency requirements and maximize resources.
Prepare grant, cost, audit, and contractual reports and schedules in compliance with regulations.
Develop and present the Center’s annual budget to the CEO, Program Directors, Board Finance Committee, and Board of Trustees.
Analyze third‑party billing operations and report negative revenue trends to the CEO and management meetings.
Provide comparative reports of Organizational, Divisional, and Program budgets to program and department leadership.
Prepare account balances, work‑papers, and schedules required for the annual independent audit.
Submit tax and information reports (1099, 1094‑C, 1095‑C, 990, 941, unemployment tax, W‑2) on time.
Maintain financial accounting policies and procedures, creating new policies, updating existing ones, and retiring obsolete policies.
Monitor daily cash flow and investment performance to ensure funding for obligations and maximize income.
Manage external relationships with auditors, financial institutions, and vendors.
Develop and implement internal financial controls and procedures.
Ensure compliance with applicable laws and regulations.
Qualifications
Education : Bachelor’s degree in business administration, accounting, finance, or a related field.
Preferred : MBA or advanced degree.
Experience :
Governmental accounting or auditing experience with at least two years of supervisory experience.
Management experience in financial and/or healthcare settings is a plus.
Proven ability to resolve complex problems and ensure compliance with regulatory citations.
Proficiency in technology, fiscal management platforms, and state reporting systems.
Knowledge, Skills, and Abilities :
Familiarity with public investment laws, budgeting processes, and public accounting principles.
Ability to engage in critical thinking to reduce risk and support strategic planning.
Strong communication, organization, and time‑management skills.
Experience with government accounting standards, EMR software, and pay‑roll systems.
Leadership and supervisory skills with emotional intelligence and empathy.
Commitment to confidentiality and HIPAA compliance.
Certification : Certified Public Accountant (CPA) license preferred. Must maintain a valid Texas driver’s license, auto liability insurance, and a driving record acceptable to network requirements.
Required to pass criminal history and background checks as well as pre‑employment drug screen.
