Position Title : Investment Officer, Diversifying Strategies (Investment Officer 3)

Job Description Oregon State Treasury is recruiting for the position of Investment Officer 3, Diversifying Strategies to join the recently established Diversifying Strategies team. The primary purpose of this position is to support day‑to‑day investment and administrative activities of the Diversifying Strategies Portfolios, and to share ongoing oversight of various investments with the Senior Investment Officer, Diversifying Strategies.

The Diversifying Strategies Portfolio enhances long‑term return and diversification for the Funds managed by Oregon State Treasury through alpha generation and risk mitigation. The team is responsible for continual optimization of the portfolios through regular monitoring of existing investments, sourcing and due diligence of new opportunities, and ongoing analysis of performance, positioning, and risk.

Job Duties Summary Conduct independent evaluation of investment proposals submitted for possible portfolio inclusion. Review strategy presentations, meet frequently with prospective general partners, managers, and placement agents, and determine whether further review is appropriate. Identification and documentation of each investment opportunity, evaluation of characteristics relative to competitors, assessment of general partner track record, and thorough inventory of terms and conditions.

Screen prospective investments and recommend for further evaluation with the Senior Investment Officer. Perform due diligence, collaborate with Oregon Investment Council advisory firms before Investment Committee recommendation, negotiate terms with legal counsel after approval, and conduct on‑site visits to general partners.

Prepare presentation materials for committees and conduct independent or guided industry and portfolio analysis and research projects. Attend industry conferences and events.

Manage relationships with existing general partners, meeting to discuss firm updates, portfolio performance, attribution, positioning, and outlook. Monitor partnership compliance and fee performance using reporting systems and evaluate findings.

Coordinate activities of advisory firms retained to monitor and report on the portfolios, and present investment recommendations and portfolio reviews to multiple committees.

Work Schedule Hybrid (remote and in‑office) schedule; in‑office work will be predominantly from Treasury's Tigard office. The person will work from the office once per week on an assigned day. Additional in‑office days may be required for business reasons. During onboarding, more frequent office presence will be required.

Salary Range $191,568–$296,964 annually. Additional potential of up to 30% of base compensation. Eligible for relocation reimbursement.

Required Minimum Qualifications

Bachelor’s degree in business or finance, or any degree demonstrating capacity for investment knowledge and skill.

Seven years of investment management experience, including three years of asset management experience.

MBA or similar graduate‑level degree, Chartered Financial Analyst, or Chartered Alternative Investment Analyst designation may substitute for two of the seven years' experience requirement.

Significant experience in the institutional investment industry (investment consultant, asset manager, pension, endowment, foundation, etc.) with role progression demonstrating success and increasing responsibility.

Experience researching, selecting, and overseeing diversifying strategies investment managers across long/short, relative value, event driven, and directional strategies.

Experience with diversifying strategies portfolio construction and risk management.

Experience with investment programs such as eVestment, FactSet, Bloomberg, Albourne Castle, and sophisticated Excel spreadsheets.

Experience writing manager due diligence reports and presenting to committees or large groups.

Ability and willingness to travel nationally and occasionally internationally for meetings and conferences.

CFA and / or CAIA Designations

CFA and/or CAIA designation.
