BASIC FUNCTION
: The Outreach Specialist is responsible for key funded program activities, including testing for HIV/STIs among eligible priority populations as specified in the contract statement of work and program requirements. Staff must ensure that HIV Prevention services are delivered in a culturally responsive and sensitive manner, aligning with the goals of the national HIV/STD Strategy and the Texas HIV Plan. The Outreach Specialist travels within assigned metro or rural areas to provide HIV, Syphilis, HCV testing, and education, and assists clients with service referrals as needed. MINIMUM QUALIFICATIONS
: High school diploma or equivalent with at least one year of community outreach experience working with the target population of the grant. Prefer bilingual Spanish speakers and those with experience working with Hispanic, African American, and LGBTQ populations. Proficiency in social media, computer skills, and Microsoft Office/365 applications including Word, Excel, and PowerPoint. Willingness to undergo fingerprinting and pass a background check. PRINCIPAL ACCOUNTABILITIES
: Implement focused HIV, STI, and HCV testing in non-traditional settings. Engage vulnerable individuals and communities, providing testing, prevention services, and linkage to care for people living with HIV. Provide comprehensive services, including a full STI panel and viral hepatitis testing if eligible, along with sexual and drug use history, prevention education, partner services, and disclosure support. Develop and implement projects to prevent and reduce HIV, STIs, Hep C, and address related health disparities. Work within a community-driven grant model to build community capacity and mobilization efforts. Participate in community-level interventions to improve health, change norms, and influence policies and practices. Strengthen community involvement and collaboration across various sectors and community sites, including educational institutions. Increase community awareness, support, and dialogue, empowering marginalized populations such as people of color, LGBTQ individuals, and youth. Submit required data accurately using designated systems and formats. Assess community needs and develop intervention plans with measurable milestones and goals. Lead mechanisms for stakeholder engagement, such as community advisory boards. Implement planned activities, monitor progress, and conduct evaluations as per project plan. Adhere to all contractual, agency policies, and procedures, completing required trainings. Perform other duties as assigned. PHYSICAL AND MENTAL REQUIREMENTS Excellent oral and written communication skills. Comfortable with public speaking and working with groups of varying sizes. Proficiency in social media and Microsoft Office applications. Ability to establish effective relationships with management, staff, and volunteers. Strong organizational, analytical, and problem-solving skills. Ability to work independently and as part of a team. Knowledge of local HIV/STD/Hep C initiatives and stakeholders. WORK ENVIRONMENT

: Nonexempt position eligible for overtime. Typical hours are Monday through Friday, 8 am to 5 pm, with occasional evening, weekend, or special event work as needed. Occupational Risk Exposure
