Summary Child and Youth Programs (CYP) offers high‑quality early care and youth services in center‑based, facility‑based, and recreational environments. The incumbent provides support to installation CYP programs, acts as a consultant to CYP teams, and holds primary responsibility for professional development and programming regulatory requirements.

Duties

Coordinate with Installation Child and Youth Program (ICYP) Director/Oversight, program managers, and trainers to design and implement the annual CYP program plan based on trends and analysis, including training goals and objectives, curriculum framework covering social, emotional, physical, and cognitive development.

Ascertain specific needs for professional development and recommend objective and scope of annual training topics.

Develop, revise, and/or adapt professional development curriculum to suit individual installation child/youth changing needs.

Evaluate conducted trainings and training materials; recommend suggested changes and improvements.

Analyze results of inspections, reviews, and rating scales; interpret results in terms of program strengths and weaknesses, and work with installation and region management personnel to implement corrective action plans.

Coordinate and conduct region‑wide training for installation subject matter experts based on trends and analysis.

Apply professional knowledge to develop training materials, handbooks, and operational guidance for use throughout the region, designing and preparing educational/job aids and materials; ensure event materials align with N96 brand and standardized style guide for each delivery modality.

Provide extensive technical assistance both electronically and on‑site to ensure program quality meets or exceeds national standards.

Maintain knowledge of professional and organizational development concepts and evaluative and analytical processes for use in program improvement and implementation.

Prepare information papers, reports, surveys, and briefings as required; function as project officer for designated CYP training initiatives.

Utilize strong oral and written communication skills to prepare briefs, develop and deliver presentations to internal and external audiences, including flag‑level positions within the Navy.

Keep abreast of current trends and research in program areas through attending professional training opportunities, and professional journal readings.

Collaborate in strategic planning, career development, and performance improvement efforts for CYP Professional Development (N926).

Develop and track regional professional development budget to include foundational and annual/on‑going learning event costs, resources, professional supplies, equipment, and materials; prepare justification for funding of program resource requirements as needed.

Participate in the selection process of new Installation Training & Curriculum Specialist.

Serve on installation Inclusions Action Teams and offer guidance and follow‑up on inclusion support plans; collaborate with stakeholders to support and equip programs to provide accommodations, including conducting environmental observations, planning environmental modifications, and developing strategies of support for CYP Professionals.

Serve as subject‑matter expert for installation CYP leadership teams for all programming aspects of CYP, including web‑based tools (e.g., Virtual Learning School, My Teaching Strategies).

Serve as a technical advisor on CYP training and professional matters; lead teams in dealing with complex issues involving substantial governmental resources and extensive procedural changes.

Requirements

Must successfully pass the E‑Verify employment verification check; resolve discrepancies as a condition of employment.

Must pass a pre‑employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.

Must successfully obtain and maintain appropriate security clearance as needed.

Must complete required training certificates and maintain certifications or credentials required by federal, state, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.

Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.

Must possess a valid state driver’s license.

Qualifications

Four or more years of specialized experience in program analysis, professional development, and organizational improvement related to child and youth programs.

Knowledge of the full training cycle (needs assessment, planning, development, coordination, monitoring, and evaluation).

Knowledge of traditional and modern job training methods and techniques.

Knowledge of adult learning, applying that knowledge to editing learning materials.

Knowledge of program management concepts, requirement determination, policy development, evaluative and analytical processes, and program implementation.

Knowledge of the Navy operational organizational structure, chain of command, protocol, and funding, particularly relating to Child and Youth Programs.

Knowledge of DON/DoD philosophy, goals, vision, policy, and programs related to child and youth issues of military members.

Knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness that impact CYP program goals and objectives.

Knowledge of research methods, public relations, graphics, web site design, proofreading, editing, and document production.

Skill in Microsoft Office programs (Word, Excel, PowerPoint, Outlook) and advanced organizational skills.

Skill in project management, including planning, implementation, tracking, and reporting progress on project goals and activities.

Ability to communicate effectively both orally and in writing, using communication and interpersonal skills to form strategic partnerships and support dissemination of learning materials.

Ability to function effectively as a team member with strong interpersonal skills, including collaborative partnerships.

Ability to work on multiple projects concurrently, ensuring deliverables are completed on time and of the highest quality.

Ability to establish and adapt project priorities, specify and track milestones for work accomplishments, request assistance when needed, and overcome obstacles to project completion.

Ability to formulate opinions, articulate positions, negotiate, resolve conflict, manage time and work, accomplish personal goals and objectives, and contribute to team goals and objectives, applying positive customer service behavior with internal and external customers.

Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

Ability to work harmoniously with all levels of personnel inside and outside the Navy.

Education This series does not have a positive education requirement.

Additional information The use of illegal drugs will not be tolerated; use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service. Satisfactorily complete all background checks in accordance with PL 101-647, including SF‑86/Eligibility for Secret Clearance upon hire and periodically thereafter.
