Summary The position is assigned to Child and Youth Programs (CYP) (N96); Fleet and Family Readiness (FFR) Commander, Navy Installations Command (CNIC); Washington, DC. The incumbent serves as a CYP Program Analyst responsible for providing technical direction, guidance and policy development on special needs inclusion and behavior support programs, managing and administering the CYP program to all regions and functional Program Managers (PMs) within the CNIC area of responsibilities (AOR).

Major Duties and Responsibilities

Serves as the CYP subject matter expert for special needs inclusion and behavior support. Advises CNIC, Region Commanders, Commanding Officers (CO), CYP Manager, Fleet and Family Readiness, and CYP program on policy and operational guidance to monitor and evaluate the execution of Navy-wide programs and services offered to children and youth of all abilities.

Serves as the Navy CYP HQ point of contact to ensure all children/youth with disabilities requesting services are reasonably accommodated within program capabilities.

Coordinates with Installation special needs Inclusion Action Teams (IATs) and Staff Judge Advocates to ensure actions of IATs comply with federal policy and guidelines.

Provides consultation on early learning intervention, behavior intervention and inclusive environments and practices.

Maintains liaison with BUMED/DHA, Program Managers for Education and Development Intervention Services (EDIS) and the Exceptional Family Member Program (EFMP) to coordinate accommodation requirements as needed.

Develops and disseminates policy on new initiatives and follows through to ensure that recommendations are accepted and used wherever feasible.

Analyzes and reports on incident trend data to identify patterns, develop preventative strategies, and provide targeted technical assistance to mitigate future occurrences.

Conducts analysis of trends throughout the enterprise to identify gaps that can effectively be corrected, creates and executes strategies and programs to evaluate organizational development needs.

Serves as a consultant to the Policy and Compliance team with primary duty to analyze results of inspections that may impact special needs inclusion. Interprets results and works with installation and region management personnel to implement corrective action plans in support of childhood behavior and special needs inclusion.

Provides technical assistance through consult, training, process action teams, onsite assist and inspections.

Collaborates with headquarters and field professional development and training teams to ensure training and coaching of CYP professionals to implement, monitor, and maintain Inclusion Support Plans (ISPs)/Behavior Support Plans (BSPs), as evidenced through continued observation ensuring correct use and application of support strategies and/or required accommodations.

Serves as CNIC CYP liaison with senior leadership and necessary N-code specialists to ensure timely responses to internal and external tasking, efficient routing of short-fused requests and communication between internal and external partners.

Represents CNIC and actively participates in meetings and conferences as a Navy CYP subject matter expert.

Serves as CNIC special needs inclusion subject matter expert and/or chairs/co-chairs working groups with representatives of higher echelons within the Navy, the DoD, and civilian community. These working groups deal with complex program functions that require substantial research to develop new approaches to the way CYP services are provided and funded.

Evaluates the content of new or modified legislation relating to the CYP and special needs inclusion to determine programmatic and financial impact within the CNIC AOR.

Meets with senior industry personnel, including lawyers regarding contract negotiations related to CYP. Additionally, the incumbent will have ad hoc contact with Congressional staffers to explain the impact upon the CYP resulting from Congressional legislation.

Develops contract specifications for program materials and serves as government contract representative for multiple ongoing contracts.

Serves as Contracting Officer Representative (COR), Assistant COR, and/or Technical Advisor, or Navy POC for joint service contracts.

Performs other duties as assigned.

Communication duties comprise 10% of incumbent's time and include but are not limited to:

Collaborates with HQ and Regional managers, analysts and other stakeholders to align special needs inclusion and behavior support programs, pilot, and policies with organizational goals.

Coordinates with CYP Implementation Manager as well as other HQ leaders to ensure effective and efficient execution of programs and initiatives.

Prepares and delivers oral presentations, briefs, information papers, reports, surveys, and training initiatives to a variety of internal and external audiences, including flag-level positions within the Navy, on programs, duties, responsibilities, and areas of research and analysis.

Cultivates relationships with internal and external partners and vendors to curate training solutions.

Conditions of employment

Qualifications

Professional knowledge of observation and assessment methods and implementation science.

Comprehensive knowledge of concepts of program management, inclusive environments in group settings, requirement determination, policy development, evaluative and analytical processes, and program implementation.

Knowledge of the Navy operational organizational structure, chain of command, protocol, and funding, particularly as it relates to Child and Youth Programs.

Knowledge and understanding of DOD/DON philosophy, goals, vision, policy and programs relating to CYP issues of military members. This includes processes required to develop evaluate, and defend programs to higher levels in DOD, DON, and Congress.

Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation.

Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on CNIC/DON/CYP program goals and objectives.

Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search.

Knowledge of the Individuals with Disabilities Education Act (IDEA) and The Rehabilitation Act of 1973 as they apply to CDCs, school age centers and community-based support services.

Skill in developing, organizing, and conducting executive studies through team efforts.

Skill in program planning, organizing and coordinating to devise and carry out a variety of program components.

Skill in project management, including planning, implementation, tracking, and reporting progress on project goals and activities, and managing risks and adapting plans to address unexpected events.

Ability to establish and adapt project priorities, specify, and track milestones for work accomplishments, request assistance when needed, and overcome obstacles to project completion.

Ability to use feedback and measurement to improve Navy CYP services and to represent a customer-oriented approach in all communications and services.

Ability to work on multiple projects concurrently, ensuring deliverables are completed on time, are of the highest quality, and enhance the reputation of Navy CYP.

Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

Ability to build consensus with all levels of personnel and stakeholders inside and outside the Navy community.

Ability to identify and apply appropriate evidence-based inclusive practices to meet the needs of individual children and youth and groups of children and youth in a child care or group setting.

Ability to collaborate and adapt support priorities, specify, and track milestones for program accomplishments, request assistance when needed, and overcome obstacles with CYP stakeholders who have different perspectives on supporting individual needs to achieve common goals and enhance program effectiveness.

Ability to develop, collect, and analyze quantitative and qualitative data to identify trends across the program, communicate trends, and propose solutions to program leadership.

Ability to develop and effectively deliver presentations and/or training.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.

Education This position does not have a positive education requirement.

Additional information Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay. Some positions have special requirements.
