Overview Celestar Corporation is seeking a CI Analyst SCRM to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Fort Meade, MD.

Anticipated Award: April/May 2026 Anticipated Start: May 14, 2026 Period of Performance: 1 Base Year + 4 Option Years Location: Fort Meade, MD Clearance Requirement: Active TS/SCI

Responsibilities

Initiate, integrate, manage, assess, and provide focused analysis in support of Army Supply Chain Risk Management (SCRM).

Require frequent interaction with ACIC leadership, Army program personnel, other military CL services and unified commands, and contract support teams.

Provide comprehensive analytic assessments, operational opportunities, and recommendations on the integration of CI activities in support of ACIC mission and objectives, primarily through finished intelligence production and external engagements throughout the Intelligence Community Enterprise.

Provide subject matter expertise to prioritize topics of interest. Conduct research to support development of appropriate reports, database development, or other activities to meet Government customer needs.

Required qualifications/skills

Minimum education and years of experience requirements: High School Diploma – 20 years; Associates Degree – 16 years; Bachelors Degree – 14 years; Masters Degree or higher – 12 years (all with at least 2 years within last 2 years).

Training: Graduate of any of the following Military Department Courses: Army – 35F, 351F, Counterintelligence Special Agent Course (CISAC), 35M, 351M; Air Force – Basic Special Investigators Course (BISC) or predecessor; Navy – Special Agent Basic Training Program (SABTB) or predecessor.

Experience: Minimum 12 years as an All-Source Analyst; Minimum 5 years in RDA.

Required Skills: Understanding of Intelligence Cycle; Understanding of Intelligence Support/Role in the MDMP; Familiarization with DCGS-A; Proficiency with Microsoft Office Suite; Must be willing to undergo counterintelligence-scope polygraph examination with No Deception Indicated (NDI) pre-appointment and periodically; Strong oral and written communication and negotiating skills; Ability to write clearly and concisely for senior leader communication.
