Mid-level CI Investigations Desk Officer
to support the U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Fort Meade, MD. Anticipated award: April/May 2026. Anticipated start: May 14, 2026. Period of performance: 1 Base Year + 4 Option Years. Location: Fort Meade, MD. Clearance requirement: Active TS/SCI. The CI Investigations Desk Officer shall integrate, manage, assess, and provide focused analysis in support of Counterintelligence Investigations and Operations. Review and analyze reporting and case files related to CI investigations and produce Analytical Reviews. Analytical Reviews will identify investigative gaps and operational potential, including CI flags, CI indicators, and operational vulnerabilities that pose a CI threat to HUMINT activities, and produce comprehensive CI reviews. Coordinate among analytical elements of the DoD, ACIC, Army Service Component Commands, other government agencies, and DA for CI investigations matters; provide threat-related data back to the division as it relates to CI investigations. Conduct weekly, monthly, and quarterly operational briefings with Government Team/Branch/Division Chiefs. Review active and terminated investigations for vulnerabilities, leads, and trends and prepare them for retirement. Develop counterintelligence products as required IAW the Performance Work Statement (PWS). Required Qualifications
Minimum education and years of experience requirements include: High School Diploma: 12 years of relevant experience with at least a portion within the last 2 years. Associates Degree: 10 years of relevant experience with at least a portion within the last 2 years. Bachelors Degree: 8 years of relevant experience with at least a portion within the last 2 years. Masters Degree or higher: 6 years of relevant experience with at least a portion within the last 2 years. Must be a graduate of one of the following Military Department Counterintelligence Agent Certifying Courses: Army CISAC, Army 351L or predecessor, Army 35E or predecessor, Air Force BISC or related, Navy SABTB or related. Minimum 10 years of experience as a credentialed Counterintelligence Specialist. Understanding of CI investigations and CI Flags; understanding of FIE TTPs. Willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. College education cannot be used in lieu of experience.
