Transit Service Planner II – Washington Metropolitan Area Transit Authority (WMATA) Metro’s Office of Bus Service Planning & Scheduling is seeking a Transit Service Planner II to shape safe, accessible bus stops and reliable routes. The role focuses on the Virginia service area and is located at the Alexandria office. The planner coordinates with Virginia jurisdictional partners on bus stop improvements, roadway operational improvements, and traffic plan maintenance for construction projects affecting service. The planner also assists the Senior Transit Service Planner for Virginia Service with development of service plans and recommendations for future service adjustments.

Key Responsibilities

Prepare bus service plans for temporary and long‑term service changes; provide detailed execution instructions to operations and technology staff.

Develop recommendations for improving service efficiency, including headway specifications and route restructuring based on ridership data, public input, staff input, and field observations.

Coordinate with jurisdictional staff, civic associations, customers, real estate developers, construction companies, employers, and consultants regarding service adjustments; ensure construction projects accommodate temporary operations during construction and provide safe operations after completion.

Work with the Department of Bus Services and Metro’s partnering jurisdictions to resolve safety and operational issues and modify operating plans to address concerns.

Review plans for proposed construction, development, and roadway projects to maintain service during projects and provide safe customer facilities and efficient operations.

Prepare bus service adjustment descriptions, analysis, and justifications for internal staff, public hearings, and related reports; ensure FTA‑required materials are provided to the public for approval of annual operating budget and off‑budget cycle adjustments.

Prepare maps and information to support bus service plans for temporary and long‑term changes; support public outreach activities and provide information to Customer Service, Communications, and Marketing partners.

Maintain electronic bus planning files online; keep up‑to‑date accurate information for service plans, route descriptions, temporary plans, and safety reviews.

Track operational problems and safety concerns raised by the Department of Bus Services; analyze and prepare supporting documentation to resolve concerns in a timely manner.

Minimum Qualifications

Education

– Bachelor’s Degree in Transportation, Public Administration, Urban Planning, Business Administration, Geography, or related field. In lieu of a Bachelor’s Degree, a High School Diploma and four (4) years of Transit, Transportation, or Urban Planning experience will be considered.

Experience

– Five (5) years of Transit Planning, Transportation Planning, Urban Planning, or Transportation & Logistics Management experience. A Master’s Degree in Transportation, Public Administration, Urban Planning, Geography, or related field can be substituted for two (2) years of work experience.

Certification/Licensure

– Valid Driver’s License.

Summary The Transit Service Planner II develops operating plans for transit service to include bus network design, service frequency, bus stop placement, bus customer facilities, and bus shuttle service to replace Metrorail service, and other transit operating plans. Additionally, the incumbent analyzes and evaluates proposals to modify bus routes, bus service levels and bus customer facilities to increase productivity, improve safety, and address other operational concerns.
