Background The County is planning to undertake an extensive transit operations improvement program over the next five to seven years including over $20M in operations improvements. The following types of transportation operations projects, collectively the “Program” are being planned: Transit technology to enhance transit operations, passenger information and to identify and enhance safety and security. Bus stops and transit stations. Transit operations and management. Positions 1. Transit Provider Coordination Manager Transit Provider Coordination Manager (TCPM) shall coordinate the planning and policy activities of Metrorail and Metro Bus services for Arlington County. Act as the liaison between the Washington Metropolitan Area Transit Authority (WMATA) and Arlington County Transit Bureau and Division of Transportation. Assist with transit service planning for Metrorail and Metro Bus services. Provide technical staff assistance to County’s representative to the WMATA Board, the NVTC, the Virginia Railway Express (VRE), and other regional agencies. Required Qualifications and Skills: A Bachelor’s degree in transportation or community planning, or a related degree, and at least ten (10) years’ experience in transit service planning or operations. Five (5) years of experience in project and contract management. Extensive knowledge of fixed-route bus management and operations, including route design. 2. Bus Stop and Street Operations Coordinator Bus Stop and Street Operations Coordinator shall oversee Transit and Metro Bus use of transit corridors and bus bays at transit and Metrorail stations. Oversee joint ART and Metro Bus use of bus stops and bus bays at transit and Metrorail stations. Coordinate bus access, layover and egress with WMATA, the Transit operations contractor and County Traffic Engineering and Operations (TE&O) Bureau. Plan the location of new stops and consolidation of existing stops. Required Qualifications and Skills: A Bachelor’s degree in transportation planning, community planning or a related field and at least three (3) years’ experience in transit service planning or operations. Demonstrate strong transit operations and supervisory experience in a team environment. Demonstrated knowledge of fixed-route bus operations, including route design. 3. Project Manager (2 positions) The Project Manager (PM) shall serve as the County’s representative to manage the planning, design and implementation/construction of County transit projects. Directing, coordinating, and exercising functional authority for planning, organization, control, integration, and completion of transit projects. Assisting with project development and environmental clearance when applicable. Coordinating operations during construction phase of projects. Required Qualifications and Skills: Minimum of five (5) years of experience in project management, project controls or contract administration of transit and other transportation projects. Bachelors of Science in Engineering, Construction Management, Planning or related field; Project Management Professional Certification; Licensed PE in the Commonwealth of VA or other comparable experience. Demonstrated knowledge of project compliance with federal regulations for federally-funded projects. 4. Transit Technology Operations Specialist Transit Technology Operations Program Specialist shall manage the operations, maintenance and use of transit technology for the County’s transit bus operations. Assisting with ITS development and deployment along major travel corridors and at transit facilities. Coordinating ITS technology development and deployment with WMATA, Council of Government, Virginia Department of Transportation (VDOT) and other regional partners. Managing the operations of the Transit Bureau’s technology hardware and software. Required Qualifications and Skills: A Bachelor’s degree in electrical engineering, computer science, information technology or a related field and at least 3 years’ experience in design, deployment or operations of ITS. Substantial knowledge of design, deployment and operations of information and communications technology utilized in ITS programs. Basic knowledge of fixed route bus and/or rail operations.
