Phillips 66 & YOU - Together we can fuel the future Senior Manager of Technical Support

is responsible for two main areas: daily plant operation support and capital project execution. The role mentors the engineering team, oversees PHA and incident investigations, and leads process engineering designs from concept through commissioning. The candidate also manages the capital project budget and integrates project plans with the long‑range strategy.

Responsibilities

Lead and mentor a team of process, control, and project engineers, assessing performance and providing development feedback.

Guide engineering teams in monitoring, troubleshooting, and generating ideas for daily process unit optimization.

Develop and improve advanced controls and provide technical guidance to operations, including oversight of daily instructions and procedural updates.

Manage unit process safety, including change management, process hazard analyses, and timely completion of action items.

Engage internal and external subject matter experts to ensure technically sound recommendations/designs while adhering to required engineering practices.

Maintain catalyst, chemical, and utility budgets, including annual budget development.

Develop engineering scope for turnarounds and catalyst changes, including equipment modifications, catalyst replacement selection, and process improvements.

Maintain the capital projects budget, design, construct, and start up small projects, and develop a 5‑year capital long‑range plan in integration with major capital projects.

Required Qualifications

Legally authorized to work in the job posting country.

Bachelor’s Degree or higher in Chemical or Mechanical Engineering.

8+ years of plant engineering experience, including support of operations, unit optimization, and projects.

Supervisory experience.

Willing and able to obtain a Transportation Worker Identification Credential (TWIC).

Willing and able, with or without reasonable accommodation, to comply with travel, on‑call duties, extended hours, safe work near large machines, climb ladders up to 200 feet, work around chemicals and hydrocarbons, work outside in harsh weather, and wear required personal protective equipment.

Preferred Qualifications

Strong oral and written communication skills.

Ability to interact and work in a team environment.

Ability to balance short‑term and long‑term priorities.

Experience with project development and execution, including understanding of project economics and justification.

Experience with an ISO 9001 compliant Quality Management System.

Proficient with process simulation programs like HYSYS.

Proficient in Microsoft Office applications.

Possess functional/regional expertise to contribute to the success of the business.

Lake Charles Refinery The refinery is located in Westlake, Louisiana and processes a mixture of light to heavy, low‑and high‑sulfur and low‑and high‑acid crude oils. Key units include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization, delayed coking, specialty coker, and calciner. Products are distributed throughout the southeastern and eastern United States and exported to Latin America and West Africa.
