Job Summary The Northwest Portland Area Indian Health Board (NPAIHB) is a 501(c)(3) tribal organization serving 43 federally recognized tribes in Idaho, Oregon, and Washington. We are seeking a Director of Finance to provide leadership, operational oversight, and strategic financial guidance for the organization.

Position Summary The Director of Finance (DF) oversees the Finance Department, ensuring strong internal controls, compliance with GAAP and federal regulations, and efficient financial operations. The DF works closely with the Executive Director, Management Team, and Board of Directors, providing technical assistance and financial insight to support organizational objectives.

Essential Functions

Lead the Finance Department, including hiring, training, and managing staff.

Oversee departmental activities: accounts payable, accounts receivable, payroll, fund accounting, budgeting, financial reporting.

Analyze and interpret financial data; present reports to the Board, Executive Director, and staff.

Prepare budgets and financial statements for the Organization, RSRC, and consolidated reporting.

Manage internal and external audit, tax functions, and coordinate with outside auditors and accounting firms.

Lead risk assessments and special initiatives, ensuring strategic execution.

Provide technical assistance on budgets and grant management.

Maintain current financial market knowledge to support growth and cost management.

Communicate effectively with internal clients, ensuring timely and clear collaboration.

Attend monthly executive/finance committee meetings and quarterly Board meetings.

Compliance

Ensure compliance with OMB Uniform Guidance, Indian Self-Determination and Education Assistance Act, IRS regulations, Form 990, and COSO internal controls.

Develop and update finance policies and procedures supporting grant/contract compliance.

Document and apply separation of duties and best practices across departmental activities.

Collaborate with the Executive Director on budgeting, investment, risk assessment, and financial reporting.

Member of the Management Team

Provide organizational leadership, problem-solving, planning, advocacy, teamwork, and communication.

Create and maintain a culture of professional excellence, integrity, and rigor.

Build strategies and policies to efficiently use human and financial resources, upholding fiduciary responsibility.

Update the Executive Director and/or Board of Directors as requested.

Represent NPAIHB at meetings with federal, state, or other entities.

Assist with special projects as assigned.

Supervisory Responsibilities

Hire, train, and manage the Finance Department staff; conduct performance evaluations.

Supervise two management-level Finance staff, reviewing work plans and workload.

Handle staff complaints and resolve problems.

Ensure staff compliance with organizational policies, internal controls, and applicable regulations.

Collaborate with Executive Director and Human Resources on disciplinary procedures.

Other Duties

Perform additional duties as assigned by the Executive Director or designee.

Qualifications Education:

Master’s degree in finance, accounting, or related field.

Preferred Education/Certifications:

Master’s Business Administration; Certified Public Accountant.

Experience:

At least ten (10) years as Director of Finance/CFO in a non-profit environment.

At least five (5) years in administration of federal, state, and private grants and contracts; audit preparation and compliance.

At least five (5) years supervising professional staff.

At least three (3) years working with Tribes, Tribal organizations, or Tribal health clinics.

Direct experience working with Northwest Tribes (preferred).

Required Knowledge, Skills, and Abilities:

Strategist: Act as business partner and strategic advisor to the Executive Director.

Translator: Communicate financial KPIs and translate strategy into financial plans.

Financial Information: Report financial information to the Board and approve reports.

Spokesperson: Serve as Finance Committee chair and communicate with Board and stakeholders.

Risk Manager: Identify, assess, and respond to organizational risks; ensure compliance with regulations.

Compliance: Expert in nonprofit governance, GAAP, Uniform Guidance, COSO, and applicable standards.

Negotiator: Strong negotiation skills.

Finance Software: Experience with Sage Intacct, Abila, Microix, Rippling, or PMS preferred.

Office Suite: Proficiency with Word, Excel, PowerPoint.

Technical Writing: Strong writing skills, including spelling and grammar.

Communication: Excellent interpersonal skills.

Cross-cultural Differences: Sensitive and effective in cross-cultural contexts.

Presenter: Skilled at board and staff presentations.

Travel: Able to travel approximately 5% of the time.

Probationary Period External applicants must agree to serve a minimum six‑month probationary period during which time their employment can be terminated at will. Internal applicants must agree to serve a minimum six‑month probationary period when job duties change significantly.

Travel Requirements Local travel and/or overnight travel outside of the area is 5% of the time; primarily to attend Board and staff meetings when off site.
