Overview
The City of Madison Community Development Authority is hiring an Admissions and Eligibility Supervisor for the Community Development Authority (CDA) Housing Operations Division. The role supervises admissions and eligibility services for federally subsidized housing programs, ensures customer service at the Central Office front desk, and manages a staff of administrative and clerical personnel. Responsibilities
Plan, coordinate, and supervise CDA admissions and eligibility services to maximize vacancies and voucher utilization in collaboration with housing Property Managers and the Section 8 Supervisor. Monitor application intake and processing, manage electronic systems for applicant document submission, and maintain applicant records in compliance with CDA record retention policies. Monitor housing wait lists, conduct periodic surveys, and determine reinstatement decisions in accordance with federal requirements. Oversee the selection of eligible applicants off the CDA waitlists and the add‑on screening process for CDA program participants. Oversee third‑party verification and family income calculation processes, and review and verify HUD bad‑debt and multiple subsidy reports. Oversee eligibility determination processes, conduct background checks, and ensure decisions meet HUD regulations and CDA policies, including providing written denial notices that conform to legal standards. Manage the applicant appeal process, schedule informal hearings, and participate in Circuit Court Administrative Reviews. Process VAWA claims and routine applicant reasonable accommodation requests. Provide marketing and outreach for admissions and eligibility functions, including wait‑list openings and closings. Hire, train, supervise, and evaluate admissions and eligibility staff; conduct regular staff meetings; investigate complaints; recommend personnel actions; participate in disciplinary actions and grievances. Document and update operating procedures for all admissions and eligibility functions. Develop, analyze, evaluate, and improve work methods and procedures; conduct internal audits and ensure accurate work per compliance standards. Prepare admissions and eligibility reports; provide feedback on policy updates and agency online systems. Ensure customers are served in a friendly, timely, and professional manner, and provide conflict resolution support. Meet with community social service providers to promote collaboration with CDA housing resources; provide advocate training and present agency services. Meet with homeless service providers and area shelters to reduce barriers to CDA housing for individuals and families experiencing homelessness. Track the status of affordable housing availability across Madison to accurately refer customers to locations where they can quickly find assistance. Participate on the Management team for the implementation of new voucher programs and serve as point of contact for referrals to the CDA. Resolve database software issues through City IT ELITE Support and Emphasys Software; participate in the CDA ELITE technology team in assessing and implementing technology and software needs. Keep up to date with laws and regulations pertaining to Public Housing, Multifamily Housing, and Section 8 admissions and eligibility processes; attend industry events and training opportunities; encourage innovation in CDA processes. Perform other related duties as assigned. Qualifications
Four (4) years of experience applying administrative and office management principles, procedures, and techniques; proficiency in English composition, correct punctuation, spelling, grammatical usage, and acceptable business letter and report formats. Two (2) years of experience applying HUD and housing authority policies, procedures, and practices for Public Housing, Multifamily Housing, and Section 8 programs; computer software skills (Microsoft Office Suite); and basic business math and budgeting procedures. Familiarity with supervisory principles and practices. OR four (4) years of varied administrative and/or office management experience (e.g., budgeting, personnel, purchasing) with at least one (1) year of directly related supervisory or programmatic experience. OR one (1) year of varied administrative and/or office management experience with at least one (1) year of directly related supervisory or programmatic experience; AND a bachelor's degree. Possession of a valid Wisconsin Driver’s license. Public Housing and Section 8 Housing Choice Voucher Eligibility, Income, and Rent Calculation Certification within six months of employment (e.g., NAHRO, Nan McKay, NCHM). Failure to obtain certification will result in forfeiture of the position unless extenuating circumstances apply. EEO Statement
