Nature of Work Professional accounting and advanced supervisory work in coordination activities of the Accounting Division in the City’s Finance Department and performing advanced accounting work that requires a high degree of professional skill and experience. An employee in this classification is responsible for managing and performing related tasks for financial accounting and reporting, financial systems and reconciliations, audits, internal controls and other fiscal affairs of the City.

Illustrative Examples of Essential Duties

Plan, assign, and supervise the work of subordinate employees in recording accounting transactions to the general ledger, general ledger account creation and maintenance, grants management, fixed assets recording and reconciliation, and maintaining and reconciling journals, ledgers, and other records including bank reconciliations.

Coordinate the team in preparing periodic and year‑end financial and statistical statements and reports (ACFR, State AFR, etc.), maintaining and reviewing accounts kept for the financial management system, generating reports, writing reports, processing monthly and yearly closings, and purging information as deemed necessary.

Prepare financial statements, footnotes, and related statistical schedules for the City’s Annual Comprehensive Financial Report (ACFR).

Coordinate year‑end audit functions with internal staff and external auditors.

Work with other City departments to resolve over‑expenditures and other problems.

Supervise and participate in special projects and problem solving with various departments.

Serve as backup to the Revenue and Debt/Treasury/Disbursement Manager.

Confere with superiors on matters relating to fiscal, administrative, and budgetary policy.

Develop and supervise the installation of new accounting procedures as needed to resolve problems and/or improve the system.

Research, analyze, interpret, and implement Governmental Accounting Standard Board Statements (GASB).

Prepare, review, and approve journal entries for month‑end and year‑end close.

Facilitate and manage the month‑end close process.

Review monthly and quarterly general ledger reconciliations.

Conduct oversight and review of monthly bank reconciliations.

Perform related tasks as required.

Minimum Requirements

Bachelor’s degree from an accredited college or university with a major in Accounting, Finance, or Business.

Five (5) years’ full‑time paid accounting experience in a computer‑based municipal setting.

Proficient PC and Excel knowledge.

Physical Requirements

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.

Physical capability to effectively use and operate various items of office‑related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.

No significant standing, walking, moving, climbing, carrying, bending, and kneeling.

Some crawling, reaching, handling, sitting, standing, pushing, and pulling.
