Overview
The
STI/HIV/VH Prevention and Care Instructional Designer
is a term‑limited position focused on developing, designing, and evaluating e‑learning curriculum for internal and external state‑funded non‑clinical providers. The incumbent works within the Office of STI/HIV/VH, contributing specialized expertise in best practices for e‑learning presentation, application, feedback, and assessment strategies. Funding is guaranteed only through
03/31/2027 ; the successful candidate must be willing to resign on that date or when funds run out, whichever comes first. Responsibilities
Develop, design, and adapt effective training and technical assistance resources for asynchronous, synchronous, and blended delivery, ensuring alignment with State standards, CDC guidelines, and national best practices. Provide consultation and technical assistance on e‑learning software including Articulate Rise 360 and Articulate Storyline 360, and guide team members on compliance of materials with State digital accessibility requirements. Perform curriculum development and instructional design to create, revise, and adapt training materials that support measurable learning objectives for diverse audiences. Evaluate the effectiveness of training and technical assistance by creating program logic models, coordinating pilot tests, and making data‑driven recommendations for improvement. Minimum Qualifications
Seven (7) years of relevant experience in curriculum development, instructional design, education, or training in public health or social services, or closely related experience in a related occupation. OR a combination of a related accredited degree in Instructional Design, Curriculum & Instruction, Educational Technology, or a closely related field and seven (7) years of related experience. Preferred Qualifications
Experience with the State of Colorado public health agency. Experience performing instructional design, curriculum development, education, or training related to STI/HIV/viral hepatitis. Experience conducting training needs analysis and evaluation. Experience working with individuals from diverse social backgrounds, including race, ethnicity, gender, sexual orientation, ability, age, and class. Intermediate or advanced competency with Articulate Rise 360 and/or Articulate Storyline 360. Intermediate or advanced competency with graphic design tools. Experience reviewing and remediating training materials to comply with digital accessibility requirements. Excellent interpersonal, written, and verbal communication skills. Conditions of Employment
Background check is required for all positions at CDPHE. The incumbent must be willing to resign on 03/31/2027 or when funding ends, whichever comes first. Critical status: Must be available to report to work immediately in the event of emergencies such as bio‑terrorist attacks, chemical attacks, disease outbreaks, or all‑hazard situations; travel restrictions may apply. Critical status: Availability required during activation of the Continuity of Operations Plan (COOP) with immediate reporting; travel restrictions may apply. Appeal Rights
