Under the general direction of the Finance Director, performs and directs the activities of the Finance Department; manages financial functions including accounting, budget preparation, payroll, accounts payable and receivable, utility operation and business licensing activities; performs complex financial analysis and other professional accounting work in a computerized environment; participates as a member of the management team in planning, policy development and problem resolution; directs and supervises the activities of the accounting staff. Assists the Director in the general administration of the department; and performs related work as required. The incumbent may serve in an acting capacity in the absence of the Director. Distinguishing Characteristics This position serves as an assistant to a department director. The Finance Manager has internal control over division activities and provides fiduciary oversight of related financial transactions. SUPERVISION RECEIVED AND EXERCISED Supervision received is characterized by general administrative support rather than direct control over methods. Supervision given includes exercising a full range of supervisory authority and includes both administrative support and control, defining objectives and problems, and prescribing both general and detailed work methods. Representative Duties Duties may include but are not limited to the following: Assist the Finance Director in managing and directing the department Plans, organizes, directs, and coordinates all Finance department activities Prepares and administers the department budget Assists in the development and implementation of goals, objectives, policies, and priorities Develop procedures and direct the preparation and processing of accounts payable, accounts receivable, payroll and business licenses Reviews and recommends amendments and revisions to codes and ordinances related to financial and accounting activities Set up and maintain journals, ledgers, and supporting financial records; supervises the maintenance of the General Ledger Conducts a variety of special studies and audits, prepares and may present a variety of detailed analysis, statistical data, feasibility studies and narrative reports, including City’s Comprehensive Annual Financial Report, Popular Annual Financial Report (PAFR), Single Audit, and State Controllers Report Coordinates preparation of City operating and CIP budget, mid-year budget updates and answers inquiries from departments regarding budgeting Consults with and advises Finance Director and other Department Directors on accounting and internal control procedures, policies, and accounts; participates in revenue and expenditure projections Evaluates department staffing arrangements, staffing levels, and work assignments, fosters an environment that embraces integrity, service, inclusion and collaboration. Manages Finance department staff, including setting performance standards and evaluating performance Prepares monthly financial statements, revenue and expenditure reports, and other reports as needed Assists in internal control and lead the annual auditing process Analyze financial systems and procedures and implement improvements for increased efficiency Stay abreast of new trends and legal requirements in the field Qualifications/Education/Experience Minimum: Graduation from a four-year college or university, preferably with a major in Accounting, Business or Public Administration with an emphasis on Finance. Considerable progressively responsible experience (typically four to five years) at a professional accounting level, including two years of supervisory responsibilities. Experience in a public agency is preferred. A Certified Public Accountant (CPA) certificate is desirable. Must possess a valid State of California driver's license throughout employment. Plan, organize, and direct work and operation of the Finance department, ensuring compliance with City policies and procedures, local, state and federal laws and regulations Ability to train, mentor, supervise, and evaluate assigned staff Ability to work effectively as part of the management team Ability to communicate clearly and concisely, both orally and in writing Ability to use financial software applications, including spreadsheets to prepare clear and concise administrative and financial reports Ability to interpret and explain accounting policies and procedures Ability to deal effectively with City staff and representatives of various public and private agencies Ability to understand, interpret, and apply complex guidelines Ability to maintain confidentiality of information; ability to resolve complaints and problems On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy Establish and maintain effective working relationships with those contacted in the course of work Contribute effectively to the accomplishments of City goals, objectives and activities Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals Interpret and apply City and department policies, procedures, rules and regulations Communicate effectively, tactfully and positively in both oral and written form Supplemental Information Selection Process A select number of the most experienced and best qualified applicants will be invited to participate in the examination process consisting of an oral interview. The pass point of the exam is 70%. Applicants must pass all examination components in order to qualify for placement on the eligibility list. Eligibility lists may be active for up to 1 year. Supplemental Questionnaire All applicants are required to complete the questionnaire. This questionnaire will be used throughout the examination process to assist in determining each applicant’s qualifications for the position. Tentative oral board date: November 17, 2025 (SAVE THE DATE!) Tentative Department Interviews: Week of December 1, 2025 The eligibility list will be used to fill current and future openings in this classification. Probationary Period This position is subject to a 6 month probationary period. Current Benefits - Miscellaneous Members Retirement: California Public Employees' Retirement System (PERS) and Social Security.

Classic Members – Retirement formula of 2% at age 60 with a 3 year final compensation period. Classic Members contribute 7% toward retirement. New Members – Under the new pension reform law, Public Employees' Pension Reform Act (PEPRA), effective 1/1/13 those defined as New Members of PERS are eligible for the 2% at age 62 retirement formula with a 3 year final compensation period. New Members are required to contribute toward pension. Effective 07/01/2023, the contribution rate is 7.75%. Deferred Comp: City contribution of 1.6% gross monthly earnings into a 457 deferred compensation retirement plan (ICMA). Vacation: Fifteen days vacation for the first four years of service. Maximum 25 days annually after 20 years of service. Holidays: Fourteen and one-half days per year and seven days of floating holiday time. Sick Leave: Accrued indefinitely at the rate of eight (8) hours per month. PERS service credit for unused sick upon service retirement. Longevity Pay: 2% at fifteen (15) years of service. Bilingual Pay: $100 per month for one or more languages. Health Insurance: The City contracts with the Public Employees' Retirement System for health benefits for this group. Effective 1/1/25, the City contributes $1,001.61 for employee, $2,003.22 for employee +1, and $2,604.19 for family coverage with the employee contributing a portion of the monthly premium. MCP available online at www.cityofmartinez.org. Dental Insurance: The City pays 100% of the premium for dental coverage for the employee and dependents. Dental plan includes orthodontic coverage. Vision Insurance: The City pays 100% of the premium for vision coverage for the employee and dependents. Life/Disability: The City pays the premium for life up to $200,000 and disability insurance for the employee only. Voluntary, supplemental plan available for additional life insurance. Health Club Reimbursement: The City pays up to $50 a month for health club membership. Training/Education Reimbursement: The City pays up to $1,000 per fiscal year.
