The NYC Department of Environmental Protection (DEP) protects public health and the environment for over 8 million New Yorkers. We provide 1.1 billion gallons of high-quality drinking water daily, manage wastewater and stormwater, and regulate air, noise, and hazardous materials pollution. With nearly 6,000 employees, DEP operates the largest municipal water and wastewater utility in the U.S.
The Bureau of Wastewater Treatment (BWT) operates and maintains critical wastewater infrastructure across all five boroughs, including 14 Wastewater Resource Recovery Facilities, over 90 pumping systems, combined sewer overflow facilities, and more. BWT is undergoing a digital transformation focused on four pillars: SCADA Support and Development, IT Support and Cybersecurity, Asset Management, and Application Development. This transformation aims to modernize operations and improve resilience, efficiency, and data-driven decision-making.
We are seeking a highly motivated and experienced Division Chief of SCADA Development and Support to join our team and drive digital transformation efforts across the division. The Division Chief of SCADA Development and Support will be responsible for leading and managing a team of SCADA support Specialists and Project Specialists, as well as providing technical expertise, support, and guidance to all employees in the division. In this role, you will play a key role in driving the Operational Technology (OT) and SCADA roadmap, implementing Industry 4.0 technologies, and integrating next generation operational technology and industrial control systems (ICS) into our infrastructure. You will also be responsible for ensuring the security and integrity of our systems through proactive cybersecurity measures.
Duties Include But Not Limited To
Oversee and manage a team of SCADA Support Specialists and Project Specialists, including hiring, training, and performance management.
Oversee the daily operations of the SCADA Development and SCADA Support Teams, including managing and supporting the existing SCADA/OT systems at facilities, as well as the development and design of future SCADA/OT projects.
Oversee and work with various Bureau’s to develop SCADA, instrumentation and controls (I&C) automation and Information/Operational Technology (IT/OT) monitoring standards and guidelines. Propose updates to agency standards in line with industry advancements.
Lead and manage the plan, development, and implementation of a Department of Environmental Protection (DEP) Bureau of Wastewater Treatment (BWT) Enterprise SCADA Master Plan and strategic roadmap based on latest innovations in industrial automation.
Lead digital transformation efforts across the division, including data democratization and the integration of Industry 4.0 technologies such as the Industrial Internet of Things (IoT).
Collaborate with other departments to understand their technical needs and provide solutions.
Maintain and update documentation for SCADA/ICS/OT systems and processes.
Research and recommend hardware, software and technology requirements to implement and build the SCADA/OT automation environment, including the development and review of technical specifications for enterprise level solutions to improve efficiency and productivity.
Work closely with the IT teams to ensure seamless integration and security within our IT infrastructure.
Manage vendor relationships and negotiate contracts.
Develop and implement policies and procedures for OT/ICS support and security.
Utilize PowerBI, PI, Historian, SQL and other data visualization tools to provide actionable insights and drive decision making.
Use data analysis and metrics reporting to continually refine solutions and demonstrate ROI.
Ensure the security and integrity of our IT/OT systems through proactive cybersecurity measures.
Stay up-to-date with the latest technologies, industry trends and best practices in Industrial Automation.
Minimum Qualifications
A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to data center engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to data center engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
Education and/or experience which is equivalent to '1' or '2' above.
Preferred Skills
SCADA Expertise: 10+ years of experience in SCADA, IEC, and OT support and management – Network/Cybersecurity: Proficiency in managing SCADA networks and implementing security best practices.
System Administration: Experience with Windows Server, virtualization, backups, and imaging.
IT/OT Integration: Familiarity with bridging OT field systems and enterprise IT networks.
Change Management: Skilled in version control, deployment processes, and documentation.
Collaboration: Comfortable working with developers, engineers, and end users to implement system improvements.
Driver License Requirement: A valid New York State driver’s license is required and must be maintained for the duration of your employment.
