The Bureau of Wastewater Treatment (BWT) operates and maintains facilities related to wastewater treatment across New York City's five boroughs. The Director of Engineering will lead design, construction management, and contractor maintenance activities, working with three divisions to deliver capital projects and maintenance programs in a cost-effective, compliant, and sustainable manner. The Director reports to the BWT Assistant Commissioner of Engineering and will drive performance improvements, key performance indicators (KPIs), and the adoption of industry best practices. Responsibilities

Lead and manage the three BWT divisions: Division of Engineering Design, Division of Construction Management, and Division of Contractor Maintenance, guiding design, construction, and maintenance work for wastewater facilities. Direct the Division of Engineering Design (Mechanical, Electrical, Structural) in the design of capital projects; manage design throughput (approximately 150-200 projects per year) with total design dollars over $100M per year; develop contract documents and oversee transition to construction; provide Design Services During Construction (DSDC) as needed. Oversee the Division of Construction Management to ensure facilities operate to required standards; administer about 200 active construction projects with a combined budget exceeding $100M per year, including expedited emergency projects. Administer the Division of Contractor Maintenance: manage over 90 maintenance and service contracts with annual values around $128M and related biosolids handling contracts; supervise the execution of more than 2,500 work orders per year across 14 wastewater treatment facilities and related sites. Provide leadership and development for in-house teams (Administrative Engineers, Engineers, Project Managers) to ensure delivery of quality projects on time and within budget. Develop and review cost estimates across project life cycles, including conceptual and detailed time-and-material estimates; develop pre-bid CPM schedules and analyze schedule updates to support progress payments and recovery plans. Align the Division's work with the Bureau's strategic plan and regulatory requirements; engage stakeholders to advance designs and contract documents in a timely manner. Deliver presentations to large groups including DEP Senior Leadership and the public as needed; participate in the Bureau's Senior Leadership Team (SLT) discussions on program performance. Lead initiatives in leadership, continuous improvement, strategic thinking, and prioritization to improve efficiency and effectiveness of the Directorship; implement performance metrics and best practices. Lead initiatives in Leadership, Continuous Improvement, Strategic Thinking, Prioritization, and Execution to achieve goals. Minimum Qualifications

A valid New York State Professional Engineer license and six (6) years of full-time satisfactory experience in chemical, civil, electrical, environmental, or mechanical engineering or plan examining work, with at least two (2) years in an executive, managerial, or administrative capacity. Preferred Skills

In-depth knowledge of design, construction, project management and capital project delivery. Experience leading high-performance teams; ability to manage across large organizations, public utilities, or wastewater programs. Knowledge of whole-systems analysis, process reengineering, process improvement, lean management philosophy, Six Sigma or related continuous improvement methods. Strong organization and project management skills; ability to manage multiple tasks and complex stakeholder networks. Advanced knowledge of general management, project management, personnel management, and supervisory techniques; strong written and verbal communication skills; experience working with a diverse workforce; familiarity with budgeting and procurement in NYC.
