The City of Walnut Creek is recruiting two (2) full-time Administrative Analysts: one within the City Manager’s Office, which is an at-will appointment serving at the will of the City Manager, and another within the Public Works Department. Salary The current salary range for Administrative Analyst I is $107,870 to $129,798 annually. The range for Administrative Analyst II is $121,055 to $145,906 annually. Placement in the range will depend on qualifications. The department will determine placement at a I or II depending on knowledge, skills, abilities, and experience. About the Departments City Manager’s Office The City Manager’s Office oversees the activities of city departments, implements policies set by the city council, and ensures that City services are efficiently delivered. The four divisions in the City Manager’s Office include the City Clerk’s Office, Economic Development, Communications & Community Outreach, and a division comprised of Risk Management, Sustainability and Climate Action, and Emergency Preparedness. The City Manager’s Office has 21.5 authorized full-time employees for FY 2025 and a FY 2025 department budget of $10.2 million. The City Manager’s Office strives to continually enhance the quality of life of all residents, supports the policy objectives of the City Council, and provides leadership and support to all City departments. The Administrative Analyst will work to further the commitment to make a difference in the community and the organization. Public Works Department The Public Works Department provides services that improve the quality of community life in Walnut Creek including engineering services, maintenance of parks and open space, public facilities and buildings, traffic signals, streets and drainage, vehicles and equipment, parking garages and meters, and administering a Clean Water program. The three divisions in Public Works include Engineering Services, Maintenance Operations, and Park and Open Space. Public Works has 106 authorized full-time employees for FY 2025 and a FY 2025 department operating budget of $19 million. About the Positions These positions may be filled at an Administrative Analyst I or II level. Administrative Analyst I is the entry-level class, and Administrative Analyst II is experienced and performs at a more independent, responsible, and difficult or complex level. Under general supervision, an Administrative Analyst I performs a variety of professional, administrative, and analytical work; conducts various studies of municipal programs, operations, services, and policies; and may have programmatic responsibilities. Under administrative direction, an Administrative Analyst II provides a variety of professional administrative staff support; manages projects and programs; conducts comprehensive analysis of a wide range of municipal programs, operations, services, and policies; and supervises assigned staff. These positions require full-time in-office work for the first six months, with the potential to work remotely one day per week thereafter depending on department needs. The Ideal Candidate The ideal candidate is analytical; detail-orientated; politically astute; a quick learner; and is comfortable in a dynamic, fast-paced environment. They will also have experience writing reports and creating presentations. The ideal candidate will be an organized self-starter with a growth mindset. Agenda Review Assist with reviewing all agenda items for City Council meetings. Work with Department Directors and Managers to finalize staff reports. Provide high-level review of staff reports for clarity, understanding, and accuracy. Budget Management Analyze, track, and monitor department budgets. Coordinate quarterly updates with Division Managers and provide reports and analysis to department leaders and the Administrative Services Department. Emergency Management Coordinate and manage City’s Emergency Operations Plan and citywide integrated preparedness training plan (City Manager’s Office Only). Coordinate and manage tabletop and live drills and exercises. Work with Contra Costa County Office of Emergency Services and Contra Costa Fire, community partners, and stakeholders to inform and educate the public on preparedness. Safety Coordinate Safety Trainings (Public Works Only). Youth Leadership Commission

– City Manager’s Office Only Serve as Staff Liaison to the Youth Leadership Commission. Prepare agendas and attend bi-monthly meetings. Coordinate with City Council members and staff to attend Commission meetings, organize tours, presentations, and oversee commission projects. Manage recruitment and selection of Youth Leadership Commissioners and youth members on Transportation, Arts and Parks, and Open Space Commissions. Procurement Assist with purchasing policy compliance. Create Requests for Proposal (RFPs). Contract administration including insurance review. Other duties

– City Manager’s Office Only Special Projects from the City Manager such as implementing Security Camera policies. Serve as Sister Cities and Partner City liaison. Any equivalent combination of education and experience that provides the knowledge, skills, and abilities is qualifying. Education A Bachelor’s degree from an accredited four-year college or university with major coursework in public or business administration or a related field. Possession of a Master’s degree is desirable. Experience Administrative Analyst I A minimum of two (2) years of experience in an administrative staff position.
