Overview

The Chief Operating Officer serves as immediate support to the Chief Executive Officer (CEO) and is responsible for planning, directing, coordinating, and overseeing the day-to-day operational functions for electric, gas, water, and sewer. Responsibilities

Supervisor Responsibilities: Provide leadership and direction for LUS’s electric, gas, water, and sewer operations. Ensure operational policies, standards, and procedures meet regulatory compliance, reliability, safety, and cost-effectiveness standards. Ensure employee compliance with all policies, procedures, and safety rules and regulations. Champion workforce development, employee engagement, and succession planning. Promote a culture of safety, inclusion, accountability, innovation, and customer service. Utilize performance metrics to evaluate department effectiveness and drive continuous improvement. Plan, direct, and facilitate professional development and engagement opportunities for departmental staff. Maintain a productive work environment. Stay abreast of legal requirements and compliance, industry trends, emerging technologies, and products to develop and implement measures to improve the organization’s efficiency. Oversee contract negotiations with vendors, contractors, and service providers. Research, develop, implement, and manage policies, procedures, and best practices. Oversee the preparation and management of departmental budgets, monitor expenditures, and identify efficiencies. Duties and Responsibilities

Establish and maintain strong and effective working relationships with city leaders, board members, community stakeholders, and regulatory agencies. Collaborate with other LUS leaders in the development of strategic plans and business objectives. Collaborate with other leaders on long-term planning, capital improvement projects, and strategic initiatives. Inform the CEO of the operational health of the organization and all the influencing factors. Create and implement policies, protocols, and standards. Create and maintain special projects. Complete other duties as assigned. Required Skills and/or Abilities

Ability to regularly lift and/or move up to 25 pounds. Ability to occasionally lift and/or move up to 50 pounds. Ability to use eyes, hands, and fingers to operate a computer keyboard accurately. Ability to sit and stand or sit at a desk for extended periods of time. Ability to talk, see, hear, reach, handle, and feel. The Ideal Candidate

The ideal candidate is a strategic thinker with a proven track record in utility operations, passionate about fostering innovation, safety, and team development in a dynamic municipal environment. Will be a part of the community and understand the local utility landscape, leveraging insights into regulatory agencies and city leaders to enhance LUS’s operational role. Will be a consensus builder who provides leadership within the organization, collaborating with diverse teams and external partners to advance strategic and capital improvement plans. Will be someone who can honor LUS’s tradition of reliable service while introducing innovative technologies and best practices to improve efficiency and safety. Will be proactive and focused on operational excellence, overseeing day-to-day functions and workforce development to ensure compliance and reliability. Will focus on advancing LUS through budget management and performance metrics, serving as a steward of resources and champion of employee engagement. Will be results-oriented and have a resilient drive, acting as a self-starter who informs the CEO on operational health and drives special projects effectively. Compensation

The salary will range from $156,000 to $177,000 and will be commensurate with experience, plus competitive benefits. Residency

Residency within the Lawrence County, TN area during the position is preferred and highly encouraged. References & Background Checks

Bachelor’s degree in Engineering, Business Administration, or other related industry field is required. Master’s degree, an MBA, or a State of Tennessee Professional Engineering License is preferred. A minimum of 10 years of progressively responsible operational leadership experience in a multi-service utility or similar industry is required. A valid State of Tennessee driver’s license is required. Excellent written and verbal communication, networking, and team-building skills are required. Proficiency in the use of technology and operational systems for utility services is required. Proficiency in Microsoft Office Suite or related software is required.
