Texas Emergency Services Retirement System (TESRS) Accountant VII State Classification: Accountant VII (Class Code 1024) B26 Functional Title: Accountant VII Working Title: Chief Financial Officer Salary: $76,563 - $100,000 (Annually)/$6,380.25 - $8,333.33 (Monthly) TESRS is looking for a service-minded and motivated Certified Public Accountant (CPA) to join the team and serve as the Chief Financial Officer (CFO). The ideal candidate will be an experienced accounting professional with pension system experience, who may also have state agency accounting experience, and who can effectively perform the duties and responsibilities required by the CFO role. General Description

The Accountant VII (Chief Financial Officer) is responsible for the overall financial accounting and external reporting functions for the agency and managing the pension system’s financial and investment accounting, cash management, financial analysis, and budgeting functions; providing coordination and review for investment valuation, benchmarking, and liquidity analysis; coordinating development of the agency’s Legislative Appropriations Requests and operating budgets; developing financial policy, strategic plans, and executive level reporting; supervising financial management staff; and reporting to the Executive Director.

Primary Duties

Cash management for the TESRS pension system, including monitoring, reconciling, forecasting cash inflows/outflows, and recommending actions to ensure liquidity for benefits, vendor payments, and investments. Assist actuary with investment valuation guidelines and policies; ensure processes to value the investment portfolio are consistent and accurate. Identify, assess, mitigate, and report financial, compliance, legal, security, operational, and other risks to the agency, pension fund investments, and benefit program. Coordinate with Legislative Budget Board and Governor’s Office of Budget and Planning as required. Provide strategic direction for financial forecasts, analyses, and reports to support executive review and decision-making. Develop and administer financial systems strategies for the pension fund and agency; manage general ledgers, payables, receivables, and budgeting system utilization. Oversee budgeting processes and financial operations of the agency; lead financial process redesign and system implementations. Manage annual budgets for TESRS state agency and pension fund; ensure accounting and reporting comply with tax laws; supervise tax-related functions. Serve as primary contact for investment consultants and money managers; maintain and balance financial statements and reports; prepare journal entries and processing of payments, cash, purchases, travel, and related vouchers. Audit accounting documents for accuracy and compliance; classify, code, post, and balance financial documents; manage deposits and reconcile discrepancies. Perform related work as assigned.

Work Hours

Eight-hour work schedule between 8:00 a.m. and 5:00 p.m., 40-hour week, Monday – Friday with occasional schedule variance as needed.

Qualifications

Minimum Qualifications Bachelor’s degree in accounting, finance operations, or related field Licensed CPA in Texas in good standing Five years’ experience in budgeting, accounting, and financial operations, including complex reconciliations Three years’ progressively responsible financial management experience Public pension system accounting experience or related finance experience Two years bookkeeping/accounting experience reconciling receipts, invoices, and processing payments Two years bookkeeping/accounting experience using PC and office software State agency accounting and financial operations experience, including AFR and LAR USAS experience; CAPPS Financial experience Experience with Microsoft Office Suite Experience with accounting-based software and systems

Preferred Qualifications Knowledge, Skills, and Abilities Knowledge of external financial statements and management reports for pension funds or investment organizations; Texas legislative processes; GASB standards Understanding of investment benchmarking and financial reporting; supervision and management skills Ability to communicate financial information to executives and stakeholders; strong written and oral communication Ability to lead change, build relationships, and influence programs Strong analytical skills for investment, actuarial, and liquidity analysis Ability to work under pressure, meet deadlines, and maintain confidentiality
