Senior Human Services Care Counselor - Exempt (Limited Term)

Overview
The Human Services Agency seeks a qualified Senior Human Services Care Counselor to fill a Limited Term position with the Transitional Housing Program Plus (THP+). The THP+ program provides essential housing services to foster youth, including rent and living subsidies and case management.
The SHSCC will serve as the primary contact for THP+ program participants, provide daily on‑site residential support at the Single‑Site program in South San Francisco, coordinate workshops that support residents’ independence, ensure that participants receive monthly rent and living subsidies, and track Graduation and Trust Fund entitlements.
The program operates on a 24/7 schedule. Workers may work evenings, weekends, holidays, and may be required for after‑hours on‑call coverage.
Qualifications
Two years of experience working with youth in a residential setting.
Three years of experience providing case management services, including identifying clients’ needs, developing individual case plans, and monitoring progress.
Strong interpersonal and relationship‑building skills to work effectively with community‑based organizations and other stakeholders.
Excellent organizational and written/oral communication skills.
Flexibility and the ability to manage time and multiple tasks.
Able to work independently and with minimal supervision.
Duties Residential Services Assignment – General:
Perform duties associated with the administration of the residential facility, including personnel transactions, program planning, budget preparation, and administration and preparation of shift schedules.
Assist the supervisor in supervising the daily operation of the facility.
Assist the supervisor in coordinating residential services with other agencies, training the program personnel in work techniques, and developing professional growth and evaluation of their performance.
Assist in the preparation of periodic and special reports on the operation of the residential facility.
Assist in the supervision of volunteers and in explaining the program to the public and community groups.
Perform related duties as assigned.
Family Care Assignment – Central Support and Foster Family Agency:
Assist supervisor by carrying out department directives.
Assist in responding to inquiries.
Perform duties associated with the administration of the unit, including personnel transactions, program planning, budget preparation and administration and preparation of shift schedules.
Perform the tasks of a Family Care Worker.
Organize the weekly on‑call schedule.
In conjunction with the supervisor, assign cases.
Assist in the preparation of related periodic and special reports.
Assist in the training of new staff.
Perform related duties as assigned.
Knowledge and Skills:
Principles of supervision and skill in instructing, training, evaluating, and supervising subordinate personnel.
Juvenile court laws.
Child welfare practices and procedures.
Common safety practices and procedures.
Basic individual and group counseling techniques, especially behavior modification.
Principles of in‑home caretaking.
Group and child abuse dynamics.
Infant and adolescent behavior and development.
First aid.
Skill/Ability to:
Assist in the planning and implementation of a constructive program for children and parents.
Plan and organize group recreational programs.
Effectively engage and service children, youth, and adults by gaining their confidence and respect.
Work effectively in a multidisciplinary team‑based setting.
Provide individual supervision on case dynamics and case plans.
Sense, evaluate and handle tense group and individual situations as they develop and accept responsibility for decisions.
Exercise good independent judgment and remain calm in emergency situations.
Deal effectively with parents, other agencies, and the general public.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
Three years of experience providing advice, assistance, supervision, and direction to dependent and neglected adolescent‑aged children.
Licensure / Certification / Other Requirements:
Be at least 21 years of age; and
Previously been employed as a full‑time or served as a volunteer at a group home, short‑term residential therapeutic program, or substance abuse treatment program for at least one year; or
Have a Bachelor of Arts or Sciences Degree in Psychology, Sociology, Counseling, Child Development or related field; or
Have completed 12 semester units of Early Childhood Education, Adolescent Development, or Foster and Kinship Care Education, or Psychology and completed at least 100 hours of on‑the‑job experience with youth (hours may be completed after starting employment).
