Overview Deputy Chief Information Officer / Assistant Vice President - Applications Development at Empire State University. The DCIO will oversee daily operations of the Applications Development teams and provide strategic leadership for technology initiatives and university partnerships. The role advances the university's strategic vision by developing and executing a comprehensive framework for application design, integration, and support across the institution. The DCIO will drive innovation in software development, optimize enterprise applications, and foster technology-centered collaborations that support the university's goals and priorities.

The successful candidate will demonstrate exceptional organizational, analytical, and problem-solving abilities, as well as outstanding interpersonal and communication skills. The DCIO must be adept at working collaboratively across a diverse university community to promote a culture of service excellence, operational efficiency, and cybersecurity.

In collaboration with senior university leadership, the DCIO will develop and implement university-wide technology policies and translate the CIO\'s vision into clear, actionable application development priorities. The DCIO will promote alignment across all departments within Integrated Technologies, provide leadership in the CIO\'s absence, and directly oversee the Directors of Enterprise Architecture and Applications and Web Development.

Primary Responsibilities Include

Strategic & Executive Leadership - Serve as acting CIO when required, providing consistent leadership and decision-making. - Prioritize projects, allocate resources, and balance short-term fixes with long-term strategic development. - Translate the CIO\'s strategic vision into application-focused development and integration priorities. - Align development efforts with strategic plan priorities (student success, academic excellence, organizational effectiveness). - Encourage transparency and shared ownership in application decision-making.

Application Development & Technology Expertise - Oversee day-to-day management of Applications Development and Web Development teams. - Direct the design, development, and deployment of new applications. - Ensure smooth integration with Banner, Brightspace, Slate, and other university systems. - Develop and implement application development standards and governance. - Promote adoption of secure coding, DevOps, and agile practices.

Governance, Policy & Compliance - Ensure policies support accessibility, security, data integrity, and sustainable practices. - Regularly review policies for compliance with SUNY, state, and federal requirements. - Serve as a key member of university governance committees for IT, data, applications, and cybersecurity. - Ensure development complies with GLBA, NIST, and SUNY requirements.

Security, Risk & Incident Management - Partner with Information Security to embed secure development practices and conduct code audits. - Oversee risk assessments for new systems, custom code, and third-party integrations. - Respond to audit findings with remediation plans. - Maintain robust incident response processes for application-related outages or vulnerabilities.

Collaboration & Stakeholder Engagement - Collaborate with faculty, staff, and academic leadership to design systems that improve user and faculty experiences. - Partner with external vendors to deliver innovative solutions and ensure interoperability. - Serve on governance committees to represent ITS perspectives. - Foster shared governance and inclusive decision-making.

Training, Communication & Capacity-Building - Promote awareness and training for new applications, upgrades, and integrations. - Ensure ITS training resources are accessible, user-friendly, and inclusive. - Provide professional development for ITS staff in software engineering, DevOps, and agile practices. - Lead communication campaigns for application rollouts and policy changes. - Build capacity for faculty and staff to leverage enterprise systems effectively.

Performance Measurement & Continuous Improvement - Define KPIs for application performance, adoption, and support. - Monitor application reliability, uptime, and user experience against benchmarks. - Provide reports to CIO and leadership on progress, risks, and outcomes. - Use analytics to measure impact on student engagement and success. - Recommend continuous improvements in development processes and tools.

Job Requirements Required Qualifications:

Bachelor\'s degree from an accredited institution in Computer Science, Information Technology, Software Engineering, or a closely related field.

A minimum of five years\' experience in application development and enterprise systems management.

A minimum of seven years\' experience in two or more of the following areas:

Database management

Information security in development environments

Project management of application/system implementations

Customer-facing technical support for enterprise applications

Progressively responsible leadership positions overseeing cross-functional enterprise-wide technology teams and projects, with decision-making authority, budget oversight, and strategic influence.

Proven experience providing strategic leadership to diverse technical teams, with a focus on attracting, recruiting, developing, and retaining top-tier talent to achieve organizational objectives.

Extensive technical proficiency in programming, database administration, API implementation, and the integration of complex information systems.

Demonstrated success in supervision and team development, fostering collaboration and high performance across diverse professional groups.

Ability to manage geographically dispersed or remote staff.

Demonstrated ability to foster an inclusive environment and effectively engage with a diverse community of students, faculty, and staff.

Preferred Qualifications:

Master\'s degree in IT, Software Engineering, Project Management, Cybersecurity, Educational Technology, or a closely related field.

Professional certifications such as PMP, Agile/Scrum Master, CISSP, Secure Application Development, or related credentials.

Experience in user experience design, CRM development, cloud-based integration, and data governance.

Experience supporting online programs and non-traditional adult learners.

Special Information

This position is located in Saratoga Springs, NY. A part-time remote work schedule can be requested in accordance with the SUNY Telecommuting Policy.

Occasional travel may be required to fulfill department and university-wide commitments.

Applicants must be currently authorized to work in the United States on a full-time basis. VISA sponsorship is not available for this position.

Additional Information Rank/Salary:

Management/Confidential / $135,000-$145,000, dependent upon experience and qualifications.
