Position Summary
The HR & Payroll Specialist supports the Human Resources Operations team in delivering seamless and efficient HR services across payroll, benefits, terminations, compliance, and employee relations. In partnership with the Senior HR Manager, this role ensures accurate payroll processing, benefits administration—including open enrollment—and compliant offboarding procedures.
Responsibilities
Lead Payroll Process: singManage semi-monthly payroll, including timesheet review, discrepancy resolution, and coordination with staff and supervisors. Ensure compliance with IRS, ACA, and state regulati
Administer Employee Bene: fitsOversee health and retirement benefits, including Open Enrollment, invoice reconciliation, and benefit remittances. Maintain benefits portal and support employee inquir
Maintain HRIS and Personnel Rec: ordsUpdate HRIS and timekeeping systems with employee changes. Ensure accurate and compliant recordkeeping, including Form I-9 and orientation docume
Manage Onboarding and Offboar: dingFacilitate termination processes, including exit interviews, and final paychecks. Coordinate logistics with Operati
Coordinate HR Projects and Au: ditsAssist with annual audits (403(b), workers’ comp), handbook updates, and agency-wide pay adjustme

Qualifications
Must have working knowledge of trauma-informed
care.Bachelor’s degree in accounting, Human Resources, or related field, or equivalent experi
ence.3–5 years of payroll experience, preferably within a California-based organization; Excellent working knowledge of California labor laws and payroll regulations requ
ired.
1–3 years of direct HR experience, including exposure to benefits, terminations, and compli
ance.
Proficiency in HRIS and payroll systems (e.g., Paylocity, NOVAtime, Paycom, UKG) and Microsoft applicat
ions.
Excellent written and verbal communication, including editing and proofrea
ding.
Professional certifications such as CPP, FPC, or PHR are highly desir
able.
Exceptional attention to detail, organizational skills, and ability to manage confidential information with discre
tion.
Demonstrated ability to work collaboratively in a team environment with professionalism and sound judg
ment.
Experience working with quantitative data is prefe
rred.
Bilingual in English and Spanish highly desir
able.
Requires valid California driver’s license, insurance, and reliable transportation for occasional county-wide tr
