What You Will Do As the Program Engineer, you will help lead and execute complex programs, serving as a key partner to the Chief Engineer and Program Manager. You will ensure strategic alignment, drive process improvements, and maintain operational excellence across multiple Contract Line Items (CLINs), with a primary focus on Sustainment CLINs. Acting as a force multiplier, you will proactively identify and remove roadblocks — from day-to-day trouble ticket resolution to broader programmatic challenges — to keep standard operations on track. In the absence of the Program Manager, you will assume leadership responsibility to ensure continuous delivery.

Key Responsibilities

Assist in the management of end-to-end program execution, ensuring tasks/projects are aligned with strategic and contractual objectives.

Maintain, monitor, and update program plans, timelines, budgets, and resource allocations — primarily on Sustainment CLINs.

Serve as an operations manager, driving resolution of trouble tickets, workflow blockers, and sustainment support issues.

Act as a roadblock mitigator across teams, ensuring smooth daily operations and enabling program staff to stay focused on delivery.

Monitor Key Performance Indicators (KPIs) and other performance metrics; generate insights, track outcomes, and recommend corrective actions.

Lead special initiatives or process improvement projects to optimize engineering workflows and reduce inefficiencies.

Identify, assess, and mitigate program risks, issues, and dependencies across CLINs.

Prepare and deliver status reports, presentations, and documentation for senior leadership, stakeholders, clients, and partners.

Act as the point-of-contact in the Program Manager’s absence to ensure operational continuity.

Assist in resource planning, change control, and compliance with contractual obligations, policies, and regulations.

Support proposal development, staffing, and long-range program planning.

Foster strong communication and collaboration with clients, partners, and internal teams. This is a customer facing position.

Proficiency in Microsoft Office suite (Excel, Project, PowerPoint).

Must have strong leadership, communication, analytical, and organizational skills.

Have the ability to drive change, manage multiple priorities, and coordinate cross-functional teams.

Responsible for participating in cross-functional team efforts in definition, implementation, and development, integration, verification and validation of products, services and systems.

Responsible for technical risks associated with domain or discipline.

Qualifications You Must Have

Minimum of 5 years’ experience in program or project management, ideally in defense/contracting/similar environments.

Experience with CONOPS development, requirements management, cost estimation, Earned Value Management, and Engineering Gate reviews.

Previous experience with Risk and Opportunity Management.

Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.

Active and transferable TS/SCI U.S. government issued security clearance is required prior to start date.

U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

Master’s degree or advanced certification (PMP, PgMP, etc.).

Experience with management of government CLINs or similar contract line items to include Earned Value Management.

Prior track record in leading process improvement / operational excellence initiatives.

Experience using Agile methodologies to include experience with Atlassian/Jira toolset for task management.
