Summary. Serving as both the Building Official and Natural Disaster Damage Assessment Coordinator, this role involves direct regulatory administration and supervision of plan review, inspection, and permitting for various construction projects. Compliance with a wide array of building codes, including those related to plumbing, mechanical, electrical, and fire prevention, is ensured in accordance with Federal, State, and City ordinances. Operating under limited supervision, the position involves management, supervision, and technical administrative tasks within the Building Division. This encompasses prioritizing departmental goals and policies, enforcing state codes and local ordinances, and supervising staff in plan review and permit issuance. Work includes enforcing all applicable local zoning, stormwater, and other City ordinances and resolutions. Additionally, the role includes representing the department in legal proceedings and liaising with governmental and professional agencies and the public. Serves as the City’s designated floodplain administrator ensuring Citywide compliance with the Floodplain Management Ordinance. Moreover, the role entails budgeting for fiscal accountability and reporting to the Director and City Manager. Essential Duties and Responsibilities

Responsible for compliance with all applicable Federal, State, and local laws, ordinances and codes. Directs all plan reviews, issues building permits and performs compliance inspections for same. Assesses all municipal impact fees. Assists with the development, administration and review of departmental budget, ensuring financial responsibility and effective resource allocation. Performs supervisory activities including planning, scheduling, directing and reviewing the work of subordinates through oral reports or personal observation of work in progress or completed projects and evaluates their performance. Makes recommendations and assists in amending the Comprehensive Plan, Land Development Regulations, City Code of Ordinances and fee schedule. Uses discretion to interpret codes to find win/win solutions for customers. Responsible for damage assessment after natural disasters such as hurricanes and tornadoes relating to requests for disaster relief assistance. Serves as the City’s designated floodplain administrator ensuring Citywide compliance with the Floodplain Management Ordinance. Attends Association Meetings: Participates in Intergovernmental and Building Official Association meetings as a valuable resource for staying updated on industry trends, best practices, and regulatory changes. Performs other related duties and special projects as assigned/required. Performs various building inspections where proper certifications exist. Performs the duties of the Building Official. Supervisory Responsibilities

Directly supervises employees in the Building Division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, recommending hiring, training employees; planning, assigning, directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Qualifications

Bachelor's degree (B.A.) from four-year College or University. At least ten years combined experience as an architect, engineer, building inspector, contractor or construction superintendent; or any combination of these with at least five years’ experience in a responsible position as a supervisor, superintendent or a similar supervisory capacity; or equivalent combination of education and experience. Certificates, Licenses, Registrations

Requires a valid

Florida Driver’s License

with a safe driving history. Certification as a Building Official (CABO) and a State of Florida Building Code Administrator License are required (pursuant to F.S. 468.601 - 468.633). Florida Floodplain Manager certification is desired. Physical Demands
