JOB SUMMARY
Under the direct supervision of the Chief Building Official, the incumbent’s primary responsibilities include supervisory, administrative, and technical work in organizing and managing the plan review process, inspection activity and administrative support functions in accordance with the Florida Building Code. Responsibilities also include the development, implementation, and coordination of policies and procedures related to service functions and delivery. Work is reviewed through conferences and written reports for results obtained.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Performs supervisory, administrative, and technical work in organizing and managing the plan review process, inspection activity and administrative support functions in accordance with the Florida Building Code.
Develops, implements, and coordinates policies and procedures related to service functions and delivery.
Assists in the planning, coordination, and supervision of Building Division policies, programs, and operations.
Plans, coordinates, and supervises the building permit application plan review process under the supervision of the Chief Building Official.
Plans, coordinates, and supervises building, mechanical, electrical and plumbing inspection activities under the supervision of the Chief Building Official.
Confers with owners, architects, engineers, developers, and contractors concerning interpretation and resolution of code matters.
Conducts and participates in public meetings; addresses citizen and administrative requests and prepares reports and responses as appropriate.
Inspects construction sites, reviews plans, and performs inspections to confirm compliance with established policies and applicable State, County and City Building related Codes and Regulations as needed.
Hears and investigates complaints of inspection activities and makes appropriate related recommendations to the Building Official as necessary.
Prepares evidence and testifies on code violation cases.
Prepares a variety of reports and correspondence on building code inspection compliance matters.
Implements and reviews reports to verify established goals and objectives are achieved.
Responds to requests for assistance from other departments related to normal and emergency matters.
May assume the responsibilities of the Chief Building Official in his or her absence.
Represents the City in delivering and performing work with colleagues and clients in a professional and respectful manner, regardless of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers.

Required
Bachelor’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field plus seven (7) to ten (10) years progressively responsible experience in building / construction inspection activities and operations with three (3) years in a supervisory capacity; supplemented by the following additional qualifications set forth in the Florida Building Code.
Certified as required by the Building Code Administrators and Inspectors Board (BCAIB) as a Building Code Administrator
AND
Certified as required by the Broward County Board of Rules and Appeals (BORA) and meet at least one of the following qualifications:
Florida Registered Architect or Florida Licensed Professional Engineer having practiced for at least seven (7) years with a minimum of five (5) years in HVHZ jurisdiction
Ten (10) years combined experience as a Master Electrician, Electrical Contractor, General Contractor, Master Mechanical, Mechanical Contractor, Class A Air Conditioning Contractor, Master Plumber, Plumbing Contractor, Chief Inspector, Plans Examiner or Inspector employed by a municipality or private company contracted with a municipality. A minimum of five (5) years shall have been within the HVHZ jurisdiction.
As part of the combined experience requirements, the applicant shall have been employed by a municipality or private company contracted by a municipality in the State of Florida for a minimum of two (2) years.
Current Licenses/Registrations
Current Certificate of Competency, Professional Engineer license or Architect registration issued by at least one of the following entities:
Florida Construction Industry Licensing Board as a General Contractor, Mechanical Contractor or Plumbing Contractor
Florida Electrical Contractors Licensing Board as an Electrical Contractor
Broward County Central Examining Board of Building Construction Trades (Class “A” Unlimited General Contractor)
Broward County Central Examining Board of Electricians as a Master Electrician and/or Electrical Contractor
Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors as a Mechanical Contractor or Class A Air Conditioning Contractor
Broward County Central Examining Board of Plumbers as a Master Plumber
Miami Dade County Construction Trades Qualifying Board for any of the above disciplines
Florida Board of Architecture and Interior Design
Florida Board of Professional Engineers
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
Preferred
Master’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field
Employed as a Chief Inspector in one of the following disciplines: Structural, Electrical, Plumbing or Mechanical.

KNOWLEDGE, SKILLS, ABILITIES
Thorough knowledge of current literature, trends and developments in building inspection, plans review and code enforcement.
Thorough knowledge of the Florida Building Code, FEMA, National Flood Insurance Program, environmental regulations, and related laws and ordinances.
Principles of supervision, organization and administration; knowledge of building, plumbing, gas, electrical and mechanical codes; and related standards.
Knowledge of State and County laws and regulations related to construction activity, and certification and licensing of inspections staff, contractors and professionals.
Knowledge of city codes and ordinances governing building activities; knowledge of construction industry standards and practices.
Understanding of modern office organization, budgeting and funds control, personnel management and safety/loss control.
Ability to read and interpret plans, drawings, blueprints and specifications; plan, organize, supervise and coordinate work of technical, administrative, and clerical personnel.
Strong written and verbal communication skills; ability to prepare concise reports and recommendations to codes, ordinances, and standards.
Ability to work harmoniously with elected officials, city staff, boards and the public; ability to motivate and supervise employees with varying levels of experience.
