Hill International is seeking a Project Controls Advisor in Pomona, California. Qualifications

Bachelor’s Degree in applicable profession, business, or technical discipline or an equivalent combination of education, training, and experience. Seven or more years’ experience in engineering cost controls for major construction projects and programs. Knowledgeable of California Public Utilities Commission (CPUC); understanding of Capital and O&M cost determination required. Knowledgeable using Microsoft Office software and SAP required. Expert Excel skills required. Intermediate Power BI experience, including Power Query and DAX programming preferred. SAS experience preferred. Electrical Utility experience preferred. Salary range for this position is $125,000 - $145,000 annually. The offered salary will be based on the applicants qualifications, education, experience and work location. Responsibilities

Works closely with Distribution Project and Program Management (DPPM) and program owners to prepare estimates, develop and maintain project budgets, forecasts, and cash flows for Distribution construction projects and programs. Sets up cost monitoring and reporting systems. Applies extensive technical expertise and has full knowledge of other related disciplines. Challenges are atypical and require the regular use of ingenuity, creativity, and resourcefulness. Ensures the development and maintenance of accurate project cost reports which support tracking of project budgets. Advises management when forecasted costs are either overrun or underrun as compared to the approved budget. Interfaces with multiple operating facilities/stakeholders to review and discuss project scope and estimate basis, including visits to construction sites. Develops and maintains strong working relationships with team. Stays up to date on industry trends, regulatory changes, and emerging technologies in cost engineering and construction management. Leads review process to ensure project costs are accurate and structured in a manner that meets major and multi-year projects or program requirements (e.g., work breakdown structure, Continuous Property Records, FERC/CPUC jurisdictional splits, and cost elements/drivers). Performs trend analysis and actively evaluates project cost performance. Performs highly complex analytics and prepares and presents results, alternatives, and recommendations to support business decisions, manage project costs and schedules, and mitigate potential risks. Leads or prepares project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings. Processes Transmission and Distribution monthly accruals.
