This role focuses on federal subcontracting activities within project delivery and compliance. Base pay range : $59,900.00/yr - $104,800.00/yr

Responsibilities

Coordinate the procurement of subcontracted services and administer assigned subcontracts to achieve project or group objectives.

Manage subcontracting assignments for professional/technical services and large construction on projects; may act as Subcontracts Manager for small projects.

Provide tracking of subcontract activity, progress information, and guidance on subcontracting issues, with emphasis on change management and financial status.

Coordinate with Engineering, Construction, and other disciplines for continuity and program effectiveness.

Perform all subcontract formation duties: prequalification, solicitations, evaluations, source selection, contract negotiations, and execution.

Develop prime contract flow-downs and ensure they are identified and included in subcontracts.

Obtain reviews/approvals of bidder exceptions, bid evaluations, source selections, Subcontracts, and change orders prior to execution.

Ensure budget compliance and award subcontracts; administer post-award activities including change orders, contractual compliance, and closeout.

Maintain a database of potential/qualified subcontractors and use established policies and tools to maximize contribution.

Prepare subcontracting proposal deliverables, including pricing, execution narratives, and labor hour estimates.

Assist Procurement Management with additional support services as requested.

For Federal projects, acquire and administer services subcontracts balancing cost, quality, client needs, and supplier service; conduct strategic pricing planning and support in accordance with Federal rules and firm policies.

Provide information for subcontract auditing and coordinate audit responses with audit agencies and clients under supervision.

Qualifications

Required:

Degree in Business, Law, Engineering or other applicable field (experience in lieu of a degree is acceptable).

At least 2 years of experience in subcontracting and contract management, with medium-to-large project exposure (e.g., airports, dams, buildings, highways, water projects, rail, energy, pipelines, or large-scale manufacturing).

United States Citizenship.

Ideal:

CPCM, CCCM, or CCFM Certification; direct experience with FAR/DFAR and other agency supplements or state/local contracting, bidding, and source selection.
