Brief Description The Harris Center for Mental Health and IDD ("The HARRIS CENTER") is looking for a Clinical Team Lead to join our JCBR team. The Clinical Team Leader (CTL) is responsible for supervising the completion of Outpatient Competency Restoration (OCR) court‑ordered referrals and assessments and the Jail Based Competency Restoration (JBCR) program operations. The CTL oversees the administrative duties involving day‑to‑day operations of the JBCR Program and serves as the administrator coordinating the completion of referrals and assessments ordered by the court for the OCR Program. The duties of day‑to‑day operations include the following: conducting OCR assessments ordered by the Court, providing clinical determinations to the Program Director, supervising and staffing with JBCR clinical team, and providing administrative support as needed. In addition, the CTL serves as the backup to the Program Director as contact for JBCR Programming and OCR Assessments from the Harris County Criminal/District Courts. This position will assist with facilitating communication, coordination and linkage amongst the JBCR staff, The Harris Center, OCR Staff and Court Staff. Other duties include training and supervision of the work performance of designated clinical staff. May provide clinical services to consumers at assigned work site as needed. This position may require flexible hours, on‑call duty and coverage in the absence of the Program Director.

Your Role In Action

Receives and conducts assessments for Outpatient Competency Restoration (OCR) and makes clinical determination of appropriateness for competency restoration services.

Coordinates care of competency restoration patients with other programs within The Harris Center and with collaborative partners such as Harris County Sheriff’s Office, County/District Courts, and Inpatient/Residential Units.

Responsible for data entry into state and county reporting systems as a part of OCR and JBCR reporting standards.

Provides supervision to designate unit staff to facilitate optimal supervision in the performance of job duties (includes individual, chart reviews, coaching, etc.).

Evaluates work performance of staff supervised and institutes written disciplinary actions for substandard performance when needed in collaboration with the Program Director.

Works collaboratively with physicians, LPHA/Administration in providing consultation to clinical staff to facilitate continuity and effective clinical care delivery.

Plans and conducts team/staffing meetings in consultation with the Program Director.

Provides ongoing consultation for staff regarding procedures, resources, clinical and personnel issues.

Provides clinical services and coverage as needed for supervised staff.

Assists Program Director with managing workflow of day‑to‑day operations of the unit.

Responsible for compliance with contract and agency mandatory training requirements and works collaboratively with the clinical trainer to identify and provide job related training.

Works assigned shift during disaster schedule rotation.

Participates in the hiring and termination process of supervised staff as assigned by the Program Director. Complies with agency policies and procedures, accrediting/regulatory bodies and performance contract documentation requirements.

Performs related work as assigned. Adapts to changing work requirements and performs daily administrative duties for unit as assigned by Program Director.

Education

Master’s degree (M.A.) from four‑year accredited college or university with a major in a social, behavioral, or human service field, including but not limited to: psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human development, gerontology, and educational psychology.

Experience

Minimum of 2 years clinical experience in the mental health field.

Other Key Qualifications

Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), LMFT.

Maintains current licensure with appropriate state licensing regulatory board.

Must be able to manage staff effectively in a collaborative team environment.

Must maintain a valid Texas Driver’s License and be insurable under Agency policy.

Knowledge Skills And Abilities

Must have basic knowledge of principles of the development, implementation and documentation of individualized care and treatment for a wide range of psychiatric conditions.

Strong communication skills, listening and interpersonal skills above average, written documentation is clear, concise, well‑constructed and grammatically correct.

Able to work collaboratively with others in a teamwork environment.

Effective time management and organizational skills. Able to execute standard word processing.

Must be able to work autonomously in a fast paced environment.
