Project Controls Manager
to join our team as an owner’s representative on a large-scale
Bio Pharma construction project
in Richmond, VA. This position requires deep expertise in project controls, cost management, scheduling, and reporting on highly regulated, complex facilities such as cleanrooms and GMP manufacturing environments. This is an onsite position in Richmond, VA. Candidates must be local, open to relocation with an approved package, or able to support the project onsite through a per-diem arrangement.
The successful candidate will have extensive experience managing project controls on major capital construction programs, strong leadership skills, and a track record of progressively increasing responsibility. This is a dynamic, fast‑paced role requiring excellent technical, organizational, and communication skills to ensure successful project delivery.
Key Responsibilities Work directly with the Owner to ensure program objectives, compliance standards, and project requirements are achieved. Manage project controls functions for scope, cost, schedule, risk, and reporting across all phases of the Bio Pharma project. Monitor and evaluate project financial status, including forecasting, earned value, and cost-to-complete. Review pricing for scope and change orders; ensure alignment with project budget and contract requirements. Develop and maintain project schedules (CPM), ensuring accuracy and alignment with Owner expectations and regulatory milestones. Deliver and manage KPIs covering safety, cost estimating, cost engineering, planning & scheduling, and risk management.
Stakeholder Coordination Collaborate with design teams, trade partners, and contractors to integrate schedules, budgets, and reporting. Facilitate Owner and GC/CM communications and drive alignment across stakeholders. Lead recurring project meetings and audits, ensuring accuracy and consistency of safety, scope, schedule, and budget reporting. Support Owner in evaluating project changes, risks, and opportunities; provide decision‑making data and recommendations. Manage and monitor resource plans for Owner and WWPS staff to ensure alignment with project budget thresholds. Lead and mentor project controls staff, including project engineers, estimators, and coordinators. Support continuous improvement initiatives and benchmarking practices to improve cost, schedule, and controls performance. Ensure all cost and schedule reporting accounts for Bio Pharma‑specific requirements, including GMP, validation, commissioning, and compliance‑driven milestones. Integrate cleanroom construction sequencing, HVAC/process utilities, and regulatory audits into project controls framework. Provide oversight and coordination of cost and schedule impacts related to validation, FDA/regulatory reviews, and turnover packages.
Requirements 7–10+ years of project controls, project management, or cost engineering experience on large capital construction projects. Prior experience in Bio Pharma, Life Sciences, or other highly regulated industries strongly preferred; semiconductor or advanced manufacturing experience considered. Strong knowledge of CPM scheduling and cost management practices. Advanced skills in Microsoft Excel and proficiency in scheduling software (Primavera P6, MS Project, or equivalent). Proven experience with job cost accounting, cost estimating, and project change management. Ability to interpret contracts, specifications, and multidisciplinary construction documents (civil, structural, MEP, process systems). Strong interpersonal skills with ability to build relationships across Owner, GC/CM, subcontractors, and regulatory stakeholders.
Education & Certifications Bachelor’s degree in Project/Construction Management, Engineering, Quantity Surveying, or related field. Professional certification preferred: MRICS, CCP, CEP, CPE, or equivalent.
