Job Description and Duties Under the direction of the Senior Transportation Engineer, Caltrans (District Traffic Safety, Branch Chief), the Transportation Engineer (Civil) serves as the Highway Maintenance (HM) 4 Coordinator and Route Engineer. The incumbent is responsible for developing and coordinating HM4 safety projects, planning and conducting Engineering and Traffic Surveys (E&S T surveys), preparing Traffic Investigation Reports (TIRs), providing technical support for the HM4 Safety Program, and other related duties.

This classification consists of four alternate ranges (Range A-D), and as the incumbent progresses in experience the assignment increases in difficulty, and this position may function as a lead person over the activities of a team of various engineering and technical personnel.

Working Conditions Position located at 4050 Taylor Street, San Diego, CA 92110, San Diego County.

Multiple positions may be filled from this recruitment.

This position involves both office and fieldwork. While working in an office environment, the incumbent works in a climate-controlled office under artificial lighting. Multi-floor buildings are equipped with elevators and stairs for accessibility. Work is indoors and outdoors. The incumbent travels occasionally to conduct field reviews outdoors and may be exposed to traffic conditions, dirt, dust, chemicals, loud noise, uneven surfaces, and severe weather conditions. The incumbent must remain vigilant and adhere to established field safety procedures to mitigate risks when working in the field. Travel to different work locations within the District, including San Diego and Imperial Counties, may be required. Possession of a valid driver’s license is required to operate a State vehicle or personal vehicle. Working at night and overtime may be required.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24-month to 33-month rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of the Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long-term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

Special Requirements

Appointment to Range D requires possession of a valid certificate of registration as a civil engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

Statement of Qualifications (SOQ) – Applicants must also submit a Statement of Qualifications (SOQ). The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for this position.

Failure to include and complete the SOQ as instructed may not be considered and may result in disqualification for the interview.

The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 12-point Arial font.

Describe how your education, knowledge, skills, and experience have prepared you to successfully coordinate safety projects from initiation to completion. Provide specific examples of where you applied engineering principles.

Demonstrate your experience of applying engineering technical skills for project development and include your proficiency with engineering and computer programs such as AutoCAD, MicroStation, Microsoft Office Suite, and databases or tools.

Demonstrate your experience and communication skills with team members, partners, customers, and external stakeholders. Include examples of written (e.g., reports, memos, correspondence) and verbal communication (e.g., in-person, virtual, presentations).

Demonstrate how you used your analytical abilities to prioritize multiple projects, manage competing deadlines, and ensure your ability to meet deadlines in a fast-paced environment.

Demonstrate your ability to work as an active team member and ability to maintain cordial and cooperative working relationships at all corporate levels, including internal and external stakeholders.
