Transmission Planning Engineer
provides technical expertise in
transmission system reliability analysis
and solution development to support generation interconnection, renewable portfolio standards (RPS) goals, and compliance with NERC and WECC standards. Working within the Transmission System Planning department, this role contributes to multi-year assessments, transmission expansion planning, and collaboration with CAISO, CPUC, and other stakeholders to ensure safe, reliable, and economic electric service.
Key Responsibilities:
Plan, develop, and recommend innovative transmission system plans in compliance with CAISO, NERC, WECC, and FERC requirements. Participate in CAISO Generation Interconnection and Deliverability Allocation Procedure Studies (GIDAP) and perform
power flow
and
transient stability simulation analyses . Support and lead generation interconnection study deliverables, including basecase creation, analysis, mitigation development, and coordination with CAISO and interconnection customers. Conduct long-term studies for retail load interconnection to ensure operational safety and efficiency. Review and develop simulation models of transmission lines and substations for planning databases. Develop and maintain scripts using EPCL, Python, and related programming tools for simulation automation. Collaborate with external agencies such as CAISO and CPUC on transmission projects. Participate in complex studies, including Remedial Action Scheme (RAS) design. Mentor junior planning engineers and contribute to departmental best practices. Required Experience:
Bachelor’s degree in
Electrical Engineering
or related technical discipline. Minimum 3 years’ experience in electrical engineering, planning, and/or operations. Nice-to-Have Experience:
Transmission planning experience with knowledge of NERC and WECC reliability standards. Proficiency with PSLF or similar load flow simulation tools. Programming experience in Matlab, Python, VBA, EPCL. EIT/PE Certification or CA Registered Electrical Engineer license. Master’s degree in Electrical Engineering. Required Skills:
Technical simulation and power system modeling. Stakeholder collaboration with internal and external partners. Application of transmission planning methodologies. Preferred Skills:
Advanced simulation and transient stability analysis. Regulatory compliance expertise. Mentorship and technical leadership. Additional Skills:
Development of basecase assumptions and steady state/dynamic models. Coordination with multi-agency project teams. Involvement in industry forums and technical workgroups. Benefits:
