Overview

The City of Beaumont is seeking a Wastewater Plant Operator III, IV, or V. Under general supervision, to perform skilled and supervisory work in the operation of all equipment and processes in the wastewater treatment plant during an assigned shift, and to perform related work as required. Responsibilities

Supervise and participate in the operation of wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; interpret meter readings and test results to determine processing requirements. Monitor gauges, meters, and control panels. Observe variations in operating conditions and interpret observations to determine actions. Supervise and participate in the operation of valves, gates, boilers, compressors, pumps, engines and electric motors to control the treatment process. Operate valves and gates; start and stop pumps, engines, and electric motors to control and adjust flow and treatment processes; operate and maintain boilers and incinerators; perform routine maintenance on equipment. Perform routine maintenance on equipment and machinery. Ensure safe work practices are followed; instruct assigned personnel in paper work procedures and use of safety equipment; may use self-contained breathing apparatus. Keep facility areas in a clean and orderly condition. Perform work outdoors at times in inclement weather. Collect samples and perform routine laboratory tests and analyses. Perform in a leadership role for more complex projects or assignments. Control, monitor and operate wastewater processes and equipment using a Supervisory Control and Data Acquisition System (SCADA). Assist in SCADA system development and upgrades. Perform more complicated operation tasks and troubleshoot process problems. Assist maintenance in isolating and removing process equipment from service. Knowledge of

Principles and practices necessary for operation and maintenance of an advanced wastewater treatment plant, including Activated Sludge, Anaerobic Digestion, Tertiary Filtration, Disinfection and Nutrient Removal. Regulatory permits and basic regulatory agency notification requirements. Modern developments, current literature and sources of information regarding wastewater treatment. Occupational hazards and safety precautions, including confined space work, self-contained breathing apparatus, lockout/tagout and personal protective equipment. Use and operation of microcomputers and applicable software programs. City wastewater plant operating policies and procedures. Knowledge of applicable city, county, state and federal statutes, rules, regulations, ordinances, codes, administrative orders, and other operational guidelines. Abilities

Understand and carry out oral and written instructions and prepare written reports. Operate a wastewater treatment plant. Perform maintenance of wastewater facilities. Use tools for general repairs and adjustments to motors, pumps, and other equipment. Read meters and gauges accurately and act quickly and competently. Collect samples and perform routine laboratory tests. Make logical decisions based on available information. Perform all plant operations without direct supervision and in a safe manner. Work overtime as required and work rotation shifts as required. Ability to work with minimum supervision. Education and Experience Guidelines

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical pathway to obtain the knowledge and abilities would include experience, education, and licenses as outlined below. Education/Training

Minimum eighteen (18) years of age. Must possess a high school diploma from an accredited high school or G.E.D. equivalent. Must possess a valid California Class C Driver’s License and maintain possession during employment, or have the ability to obtain one within one year. License or Certificate

Possession of a current, valid Grade III or higher Wastewater Treatment Plant Certificate issued by the California State Water Resources Control Board as issued through procedures established by the board, or an equivalent combination of education and experience that provides the necessary knowledge, skills and abilities. Physical, Mental, and Environmental requirements

Must be found free from physical, emotional or mental conditions that, with or without accommodation, might affect the ability to perform essential job functions. The position may require prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping. It requires grasping, repetitive hand movement, and fine coordination for data entry and computer use. Near and far vision and acute hearing are required. The position may involve lifting up to 50 pounds. Willingness to work shift work, including nights, weekends, holidays, and on-call as needed. This classification is not intended to be all-inclusive.
