Job Summary This is inspection, administrative and supervisory work in securing compliance with the city building regulations, codes and ordinances. An employee in this class is responsible for compliance in the inspection of buildings, structures, and premises for conformance with building code, for assigning and reviewing the work of other building inspectors, and for reviewing structural plans. Work requires the use of technical knowledge and discretion in reviewing plans for and inspecting a variety of projects. Unusual or difficult technical and enforcement problems are reviewed with the Chief Building Official, who also reviews periodic inspection reports and work when necessary.
Essential Job Functions and Responsibilities
Supervises employees and inspects buildings in the process of construction for compliance with building code requirements; inspects sites before construction for practicability of plans.
Supervises and coordinates inspections for alteration and repair jobs by checking sites, existing buildings and work in process; examines plans submitted with permit applications for conformance with building requirements.
Receives applications and plans, checks structural features of plans, answers inquiries concerning building code requirements.
Prepares reports of building inspections and investigations; recommends interpretations of any revisions to building regulations; trains new building inspectors.
Attends seminars and training courses to stay informed on new developments in the related field and to obtain current information of code changes.
Represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers.
Performs related work as required for this position description only.
Education/Experience High School Diploma or GED equivalent. Must possess a valid Florida Driver’s License. Must be certified as required by the State of Florida, BCAIB as a Structural Plans Examiner and as a Structural Inspector. Architects and Engineers are exempt from BCAIB only. Must be certified by Board of Rules and Appeals and meet at least one of the following qualifications: (1) Per Chapter 104.8 of the Florida Building Code, Broward County Amendments, to be eligible for appointment as a Structural Plans Examiner such person shall be certified as required by the State of Florida, Building Code Administrators and Inspectors Board (BCAIB) as a Structural Plans Examiner and Structural Inspector. Such person shall be certified by Broward County Board of Rules and Appeals and shall meet one or more of the following qualifications: 1) An Architect or an Engineer in the discipline requested and having practiced within the HVHZ for at least three(3) years, and two (2) years as a Structural Inspector; Or 2) Ten (10) years experience as a licensed General Contractor (Unlimited), five (5) years of which shall have been construction experience in the Structural discipline within the HVHZ, and two (2) years as a Structural Inspector within the HVHZ; Or 3) Five (5) years experience in the State of Florida Structural Plans Examiner or Structural Inspector, three (3) years of construction experience in the Structural discipline, which shall have been within the HVHZ and certified by the BCAIB. Note: An applicant may receive education credits for degrees as described. Applicants must possess current Certificates/Licenses as specified below.

Knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be observed and corrected.
Knowledge of city and building codes and related laws and ordinances.
Ability to detect structural and other faults and to appraise quality of construction and physical depreciation.
Ability to read and interpret plans, specifications, and blueprints quickly and accurately and to compare them with construction in process.
Ability to consult with and enlist the cooperation of building owners, contractors, and the public and to establish effective working relationships with builders and their representatives.
Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
Physical Demands The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is regularly required to walk, sit, write, hear, speak and may exert up to 50 pounds of force occasionally and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. May require the use of fingers or hands to manipulate objects. Specific vision abilities include close and distance vision, peripheral, and depth perception. Work Environment When reviewing plans, work involves sedentary to light physical activity in an office setting. When conducting inspections, work involves moderate to heavy physical activity in a primarily outdoor setting with weather exposure and potential hazards.
