The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector.
OLR administers the Health Benefits Program, the Management Benefits Fund, the Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement, and pre‑tax benefits. OLR negotiates collective bargaining agreements, serves as a resource to agencies regarding workforce labor issues, and works with the Municipal Labor Committee (MLC) to pursue innovations in City health insurance programs.
Responsibilities
Perform human resources management and related personnel activities, including interpretation and application of civil service rules, laws, and policies.
Implement personnel actions for new hires, rehires, transfers, and current employees in compliance with citywide requirements and DOI policies, utilizing NYCAPS, PMS, PRISE, Pi, Payroll, and CHRMS.
Administer civil service hiring pools in accordance with NYS civil service law.
Evaluate and review new hire recommendations, salary adjustments, and promotions through justification memo analysis and prepare recommendations for adverse employment actions.
Authorize appointments, promotions, civil service list pick‑ups, transfers, and reinstatements in NYCAPS.
Work directly with Assistant Commissioner of Administration and DCAS personnel on job analyses for civil service examinations and workforce studies.
Work directly with the Equal Employment Opportunity (EEO) team on various EEO matters.
Serve as liaison for OLR with COIB, DCAS, and OMB on employee matters, including filing deadlines, personnel actions, and related transactions.
Responsible for ePerformance roll‑out and Absence Control Program for the agency.
Review agency‑wide timesheets and address corrective actions, including adjustments, approvals, schedule assignments, and overrides.
Prepare and review agency payroll and related calculations, including FMLA, PFL, Workers Compensation, and Lump Sums reports to ensure accuracy.
Prepare presentations and related materials for the agency on human resource matters.
Additional duties and responsibilities as assigned by the Assistant Commissioner of Administration.
Minimum Qualifications
Bachelor’s degree from an accredited college and four years of progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation of resources, scheduling, and assignment of work. Eighteen months of which must have been in an administrative, managerial, executive, or supervisory capacity.
Associate degree or 60 semester credits from an accredited college and five years of progressively responsible experience as described above. Eighteen months of which must have been in an administrative, managerial, executive, or supervisory capacity.
A four‑year high school diploma or its educational equivalent and six years of progressively responsible experience as described above. Eighteen months of which must have been in an administrative, managerial, executive, or supervisory capacity.
Education and/or experience equivalent to the above. All candidates must possess the 18 months of administrative, managerial, executive, or supervisory experience described above.
Preferred Skills
Strong interpersonal, diplomatic, reliable, and organizational skills, with discretion handling confidential matters.
Proficiency in Microsoft Office applications, especially Excel and PowerPoint.
Strong knowledge of City Time, PMS, CHRMS, RMDS, NYCAPS, Pi, Lump Sum Payment, Payroll, and Timekeeping procedures.
Knowledge of collective bargaining processes related to compensation, recurring increment payments, additions to gross, and longevity.
Knowledge of 55A Program and Disability Rights Policies and Practices.
